  2. Today, we will discuss: • What is a DAC? • What does the DAC do? • What is the EDI? • What is the KPS? • What is CIMS? • What is RBA? • What are your priorities?

What is a DAC? • DAC’s are attached to OEYCs in each riding in Ontario. • We have a core set of similar duties as well as a vast set of other duties as assigned by the community, via the Best Start Network. • DAC’s help facilitate community access to information related to the Early Years. This includes, designing and implementing data collections systems, producing and presenting reports, gathering and disseminating information…..

  5. What I Am Currently Doing: • Implementing CIMS in Greater Sudbury hubs in 2011 • Conducting an evaluation with RBA in 2011-2012 • Implementing the EDI in 2012 • Implementing the KPS in 2012 • Reporting and Mapping of EDI and KPS in 2013

What is the EDI? • The Early Development Instrument is an assessment tool used to measure SK children’s readiness for school • It is a population measure of school readiness not an individual diagnostic tool • It is implemented in communities across Canada • It is a questionnaire filled out by SK teachers in February for their SK children • The EDI looks at 5 areas of child development called “Domains” 1. Physical Health and Well-Being 2. Social Competence 3. Emotional Maturity 4. Language and Cognitive Development 5. Communication and General Knowledge

  7. What ISN’T the EDI? • It is NOT a school evaluation tool • It is NOT a student achievement report card

  8. What is the KPS? • The Kindergarten Parent Survey is a valuable compliment to the EDI • It is an 8 page parent survey that goes home and is returned to the school via the child’s backpack • The KPS provides the missing piece….to the whole story • EDI provides a snap shot of how children are doing • KPS provides specific local factors that influence children’s readiness to learn Whole Story KPS EDI Outcomes Experiences

  9. What Factors Are Captured? Child Variables: • Age • Gender • Childhood Health • Preschool, JK, Child Care attendance Neighbourhood Variables: • Availability of Community Services • Libraries, parks, health services, art, cultural, sport & recreation, childcare and early learning programs • Neighbourhood safety and cohesion Family Variables: • Family Income • Lone Parent Status • Family Mobility • Parent Education Level • Parenting Style • Parental Smoking • Daily Reading to Children

  10. What Are the Benefits of EDI and KPS? The EDI and KPS greatly enhances our ability to: • Measure • Plan • Evaluate • Linking children’s skills and abilities when they enter school (EDI scores) to information about their early experiences (KPS survey) allows us to draw conclusions about what factors in specific communities may be related to lower outcomes.

  11. What is CIMS? • CIMS is a Client Information Management System used to collect Best Start hub data • It is an internet database that all hubs can use • It captures the MCYS Data Elements as well as Parent Demographics, Types of Referrals, Staff Information and Shared Resources / Protocols

  12. What is CIMS? • Common Registration Form for all hubs • Once parents register at one hub, they are registered in the ‘system of hubs’ • Ensures standardized and accurate data collection • Reporting at system, agency and hub levels • Requires internet connection and computer

  13. What is Results Based Accountability? RBA is a tool made up of two parts: • Population Accountability - about the well-being of Whole Populations (i.e. all children in Sudbury-Manitoulin DSSAB) • Performance Accountability - about the well-being of Client Populations (i.e. children attending Best Start hubs)

  14. RBA Measures Different Kinds of Progress 1. Data a. Population indicators Actual turned curves: movement for the better away from the baseline. b. Performance measures: Client progress and better service: How much did we do? How well did we do it? Is anyone better off? 2. Accomplishments: Positive activities, not included above. 3. Stories behind the statistics that show how individuals are better off.

  16. RBA Helps Develop Action Plans • Focuses on the results we want to see • Brainstorms around our best ideas to achieve these results • Determines who we need (partners) to work toward these results • Incorporates evaluation into the plan so you can measure your progress and evaluate your plan
