INTRODUCTION OF ONLINE ADMISSION INTO UNDER GRADUATE & POST GRADUATE COURSES

Government, aided, and university colleges will conduct online admissions starting from 2015-16. Each institution will have a committee to oversee the process and make necessary amendments to admission rules. The exercise includes procuring hardware, customizing software, training personnel, and tying up with a bank for fees. Preparation for online admission includes hardware procurement, internet data connection, registered website, and bank account. The software must be developed by each institution by February 28, 2015. An agreement will be made with a bank for online banking facility and fee submission. Online admission process involves generating unique application IDs, capturing student data, attaching scanned documents, and submission of registration fee. Merit lists will be generated for counseling and admission rounds. Online admissions will require a dedicated team for successful implementation.

  1. INTRODUCTION OF ONLINE ADMISSION INTO UNDER GRADUATE & POST GRADUATE COURSES Notification issued by Higher Education Department in November, 2014

  2. From a.y. 2015-16, admissions to UG & PG courses shall be through ONLINE merit based admission system; • Govt. colleges/ aided colleges/ University colleges/ Universities (excepting minority institutions) will come within this exercise;

  3. Institutions situated in remote & difficult areas lacking telecom infrastructure may be spared from this exercise with prior permission of the State Govt.; • Each Institution will operate online system on a standalone basis – it will not be a centralized one but specific to each Institution;

  4. PLANNING THE EXERCISE • Each Institution will constitute a Committee for online admission; • Committee will comprise key officials under the leadership of V.C. / Principal / Officer in Charge / Teacher in Charge as the case may be; • Committee will, if needed, arrange to amend the Statutes/ Rules / Regulations / Ordinance /Guidelines to amend the admission process to remove legal constraints for conducting online admission;

  5. The exercise includes ----- (i) installation of requisite hardware, (ii) preparation /customization of software according to specific requirement of each institution; (iii) training of personnel for operating the system;

  6. (iv) tying up with Bank for depositing Registration Fee & Admission Fee; (v) wide publicity of important dates of admission process; (vi) Publishing a detailed advisory on various modalities /steps involved in preparation of merit list / on counseling & admission;

  7. PREPARATION FOR ONLINE ADMISSION • Procurement of hardware components like Computer, Servers, UPS, Printer etc.; • A reliable high speed internet data connection in college / university; • The college / university must have a registered website with sufficient web-server space

  8. The college / university must have a Bank Account with a Bank having online facility; • Procurement of hardware to be done by 31st January 2015 • Software preparation to be done by each institution in advance; • Choice of subjects on offer will be different from one institution to another institution;

  9. Each institution will have to prepare information relating to ----- (i) Courses on offer (Honours & General) (ii) Number of seats (iii) Combination of subsidiary subjects available for Honours; (iv) Fee structure of courses Development of Software by 28th February, 2015 and to be ready & tested by 31st March, 2015

  10. INTERFACE WITH BANK • To make an Agreement with Bank having online banking facility; • To fix up Bank’s Commission /Charge against every online submission of Registration Fee; • Agreement with Bank to publish e-challan through the online admission system;

  11. To generate online payment of the Registration Fee or to make offline payment at Bank counter; • Fees should not be accepted on the Campus, as far as practicable; • Daily verification of submission of Registration Fee through online and / or offline mode;

  12. ONLINE ADMISSION – STEP 1 • To generate unique Application ID for every applicant - specific for every college / university; • To generate students’ data capturing format; • To mention the eligibility criteria (if any) for admission in specific subject ;

  13. To generate fields for putting necessary data - marks obtained in Board Exam, applying against Reserved / Un reserved seat etc.; • Attachment of required documents in scanned format, namely, Mark Sheet, Birth Certificate, Caste Certificate, Domicile Certificate, photograph etc. (optional)

  14. STEP - 2 • Generation of e-challan of specific Bank; • Submission of Registration Fee through online (optional); • To download e-challan for submission of Registration Fee through offline at Bank counter; • To fix up the timelines for noting the submission of Registration Fee at Bank either online or offline mode;

  15. STEP – 3 • Opening of online application portal ; • Notification of subject wise vacant seats along with reservation status i.e. no. of seats vacant against specific category(SC/ST/OBC-A/OBC-B) • Notification of 3% vacant seats against PwD category within each category (SC/ST/ OBC-A/ OBC-B) • Submission of option for Courses/ combination of subjects for a College / University

  16. STEP – 4 • Generation of Course / Subject / Category wise 1st merit list for 1st round counseling /reporting; • Notification of dates for 1st round counseling /reporting; • Notification of date of admission against 1st round counseling /reporting;

  17. STEP – 4 • Generation of Course / Subject / Category wise 2nd merit list on remaining vacant seats for 2nd round counseling /reporting; • Further rounds may be processed till filling up of all seats or inviting fresh application in case of too may vacancies available in a particular Course / Subject /;

  18. ADVISORY • Online admission will require a sustained effort by a dedicated team of teachers / officials in every institution; • During admission season, the H.E. Deptt will set up a HELP LINE to monitor & review the admission process undertaken by all the institutions; • Publication of Merit list on same dates, if possible, for convenience of students;

  19. Merit List to include details of computing credit points; • Registration Fee should be minimum & multiplicity of charges should be avoided; • Maintaining same data format for online application / Merit list, if possible; • This is a huge administrative reform in the State’s Higher Education System & another step forward in the Govt’s e-Governance strategy. • ALL THE BEST
