  1. Project Background • 2008-2011 STIP update - City requests cancellation of US101 at Logan Road EA and proposes new modernization project: US101 at 32nd Street Realignment. This project will develop concurrently with the Nelscott Urban Renewal efforts – similar to Taft project. This project is ultimately amended into the STIP and the scope is based upon a City traffic study and design done in 2001. • US101: SE 16th-36th Street is a modernization project. Major design constraints include trying to meet mobility standards and access management components that protect the investment while balancing the need of the Nelscott community to maintain its unique character. • US101: SE 19th – 32nd Street OTIA project is underway and is supposed to build a three lane section. This project experiences technical difficulties and construction delays.

  5. Project Timeline September 2007 – Need a well defined problem statement to begin design work and traffic study. Do we want a signal? Do we want to realign 32nd Streets? Begin access management studies. We will need any language that exists in City code or the Comprehensive Plan.

Project Timeline continued • Identify design concerns and solutions to address City needs prior to Design Acceptance Package such as… • Utility Conflicts • Future Development • Work on the separated pedestrian/bicycle facility behind Baldy Creek • Access Management Plan • September 2007-2008 – Design efforts ongoing.

Project Timeline continued • Review potential Bard merge solution. • The project team has been working on a solution for the merge near Bard that does not involve a retaining wall. • September 2008 • Review and provide comments on Design Acceptance Package. • This defines project footprint and all major elements of the project to begin right of way and environmental permitting process.

  8. Project Timeline continued • October 2008 – Draft Inter-governmental Agreement due. • October 2008 – Begin Adoption of Access Management Plan and make necessary updates to code or TSP. • March 2009 – Review and provide comments on Preliminary Plans.

Project Timeline continued • April 2009 – Utility Conflict Notices will be mailed. • May 2009 – Utility relocation plan submittal process begins. • August 2009 – Plans In Hand meeting This is the last opportunity to provide comments before the final plans and mylars are created. • February 2010 – Bid Let is 2/25/2010.

  10. Next Steps • What does the City want to do at SE 32nd Streets? This is critical to being able to find creative solutions to address mobility. • How will access management be addressed? ODOT needs the City’s help in order to keep the time and cost within the project’s budget. • We must have early and thoughtful coordination with developments within the project. • Is the City interested in pursuing alternative mobility standards? This will take time.
