NM Wing Command now requires that 100% of ALL NM CAP members complete this required Form 78 Training Module and Test on a yearly basis. • Failure to complete this training may preclude amember from participating in ANY CAP activity (including driving, aircrew, Senior or Cadet activities, etc). During 2007 through 2009, NM Wing was found to be non-compliant with CAPR 62-2, which requires an online Form 78 Mishap Report within 48 hours of any damage to CAP property, or personal injury. • NM Wing MUST comply 100%with CAPR 62-2 Mishap Reporting requirements. Failure to comply is not an option. • Only you, as a CAP team member, by timely Form 78 Mishap Reporting, can ensure that our NM Wing remains compliant with CAP regulations. June 2007: During the 2007 glider encampment, a CAP glider was substantially damaged during a hard landing, but the resulting tail cone dent was not reported per regulation. July 2008: One year later, during the annual inspection, the damage was found to involve critical internal tail structures as well. The estimated cost of repair was $10,000. February 2009: A metal tear and dent to the trailing edge of the horizontal stabilizer of N737NM was noticed but not reported. The AC was not inspected by an A&P, yet the AC continued to be flown. May 2009:During the NM Wing Compliance Inspection, the damage was noted, and the AC was grounded until an inspection by an A&P was completed. The Form 78 was not filed until May 2009! CAPR 62-2 MISHAP REPORTING AND INVESTIGATION: requires by regulation that any and all incidents involving damage to property (aircraft, vehicles, assets, equipment) or personal injury be reported within 48 hours using the online Form 78 utility.
