  3. What an animal hoarder is • Collection of large amount of animals • Unable to care for them properly • Denies being a hoarder • Usually have psychological problems

  5. 3 Types of Hoarders • Overwhelmed Caregiver - provides adequate care • strong attachment • Rescuer Hoarder - think they’re “helping” - find it difficult to turn any animal away • Exploiter Hoarder - has animals strictly to serve their own needs - very manipulative

  6. Effects of Hoarding • Separation from society • Self-denial • Self-mutilation • Debt • Extreme Filth • Little to no self-respect

Worst Hoarding Cases • Animal Hoarding in The Northland - 67 cats were discovered in Northern Minnesota • Behind Closed Doors: The Horrors of Animal Hoarding - Posed as an animal shelter - Were discovered May 1st, 2003 - 300 cats and 70 dead • 240 cats found in small storage after rancid smell report - Case in California - 240 cats stored in a storage unit - 36 cats were dead

Laws concerning Animal Hoarding • Only two states have laws against animal hoarding • Illinois • Hawaii • It is hard for the court to prosecute animal hoarders • The law most animal hoarder fall under is animal cruelty • its hard to prosecute this charge since much of the cruelty is unintentional

  11. Solution • Our solution, is a city ordinance directly concerning animal hoarding • 15 animal limit • License for those who reach or pass the limit • Inspectors will inspect the condition of the animals and living space. If the 15 limited is surpassed. • If you see animal hoarding call 311
