  2. Objectives of the CPE • To assess the performance and impact of IFAD-funded operations; and • Generate a series of findings and recommendations that can be used in preparation of the new country strategy and opportunities programme (COSOP)

Methodology • New IFAD evaluation manual (http://www.ifad.org/gbdocs/eb/ec/e/informal/e/index.htm) • Use of internationally recognised evaluation criteria: relevance, effectiveness, efficiency, impact, sustainability • In addition, assess promoting of innovations and performance of partners (GOI, IFAD and others)

  4. Methodology (cont) • CPE will be based on three pillars. This includes assessing the performance of: (i) project portfolio; (ii) non-lending activities (KM, policy dialogue and partnership building); and (iii) COSOP in terms of relevance and effectiveness • Overall GOI – Partnership performance

  5. Methodology (cont) • Portfolio assessment will cover 18 out of 23 projects funded by IFAD in India • The Evaluation Framework specifies key CPE questions and how the evaluation will answer them (see appendix 1)

  6. CPE Process • Organised in five main phases: (i) Preparatory phase (ii) Desk work (ii) Country work (iii) Report writing (iv) Communication

CPE Process (cont) • Preparatory work includes the approach paper, preparatory mission, Core Learning Partnership • Desk work includes preparation of desk review notes including consolidated CPE desk review report, and self assessments by GOI and IFAD • Country work includes main CPE mission, specific performance and impact assessments (in 2 projects), and wrap-up meeting for presentation of CPE aide memoire

  8. CPE Process (cont) • The CPE report writing includes preparation of the independent report by OE, internal peer review within OE, review by Senior Independent Adviser, comments by IFAD management and the Government, and production of audit trail(s) • Communication includes various activities to ensure outreach of findings and lessons learned: proceedings of the national roundtable workshop (NRTW), main report, Profile, Insight, and dissemination through web site

  9. Agreement at Completion Point • The ACP is a short document to be signed by GOI and IFAD management at the end of the evaluation • It captures the main CPE findings and recommendations, and illustrates the GOI’s and IFAD’s commitment to adopt the recommendations and implement them within specific timeframes

  10. The Core Learning Partnership • Consists of the main users of the evaluation • Their role is to review key CPE deliverables, such as approach paper, aide memoire, draft report and participate in NRTW • Includes representatives of GOI (Central and State level), IFAD, other donors active in ARD, civil society

The Evaluation Team • Overall responsibility – Luciano Lavizzari, Director OE • Evaluation manager – Ashwani Muthoo, Senior Evaluation Officer, OE • Multidisciplinary team of experts: Basil Kavalsky (consultants team leader), D.K. Giri (tribal and institutional issues), P. Kotaiah (rural finance), Sarath Mananwatte (project management, country presence, supervision and M&E), Meera Mitra (sociologist and gender), Michael Macklin (agriculture) • Senior Independent Adviser: Hans Binswanger
