  2. Objectives of the Workshop • Clarify the Viet Nam Country Programme Evaluation (CPE) methodologies and processes • Receive comments from partners in the country on the Approach Paper • Discuss specific issues particularly relevant to the CPE

  3. About the Viet Nam CPE • Assess the performance and impact of IFAD-funded operations • Generate a series of findings and recommendations • Use the evaluation findings in the preparation of the new Country Strategy and Opportunities Programme (COSOP)

Methodology • IFAD Evaluation Manual, available at: http://www.ifad.org/evaluation/process_methodology/doc/manual.pdf • Use of internationally recognised evaluation criteria: relevance, effectiveness, efficiency, impact and sustainability • In addition, assess promoting of innovation, gender development and performance of partners, e.g. Government of Viet Nam, IFAD and others • The CPE establishes ratings (1-6 scale) across all evaluation criteria, including the performance of IFAD and GOV

  5. Methodology (cont.) • The CPE will be based on three pillars. This includes assessing the: • COSOP performance in terms of relevance and effectiveness • Loans/project portfolio • Non-lending activities (KM, policy, dialogue and partnership building)

  6. Methodology (cont.) • The portfolio assessment will cover all of the 10 projects funded by IFAD in Viet Nam since 1993 • The Evaluation Framework specifies key CPE questions (see appendix 2 of the approach paper)

  7. CPE Process • The evaluation process is organised in four main phases: • Desk work • Country work • Report writing • Communication

  8. CPE Process (cont.) • Desk work includes: • Preparation of Evaluation Approach Paper • Preparation of desk review notes on all projects, including a consolidated CPE desk review report • A self assessment by the Government of Viet Nam and IFAD

  9. CPE Process (cont.) • Country work includes: • Preparatory mission in December 2010 • Main CPE mission in March 2011 • A specific performance and impact assessment (Rural Income Diversification Project, Tuyen Quang Province) • Wrap-up meeting with presentation of CPE Aide-Mémoire

  10. CPE Process (cont) • The CPE report writing includes: • Preparation of the independent evaluation report by IFAD’s Office of Evaluation (IOE) • Internal peer review within IOE • Comments by IFAD’s management and the Government of Viet Nam, and production of audit trail(s)

CPE Process (cont) • Communication includes: • Various activities to ensure outreach of the findings and lessons learned • National Roundtable Workshop (NRTW) • Main evaluation report • Profile and Insight • Dissemination through website • Presentation to the Evaluation Committee of IFAD and the Executive Board of IFAD

The Core Learning Partnership • Consists of the main stakeholders of the evaluation • Includes representatives of the Government of Viet Nam (central & provincial level), IFAD, donors, mass organisations, NGOs, academia & private sector • Their role is to review key CPE deliverables, such as approach paper, aide-mémoire, draft evaluation report; participate in the NRTW

The Agreement at Completion Point (ACP) • The ACP is a short document that captures the main findings and recommendations of the CPE • It illustrates the Government’s and IFAD’s commitment to adopt the recommendations and implement them within specific timeframes • To be signed by the Government of Viet Nam and IFAD Management at the end of the evaluation

  14. The Evaluation Team • Overall responsibility – Mr. Luciano Lavizzari, Director IOE • Evaluation Manager – Ms. Anne-Marie Lambert, Senior Evaluation Officer IOE • A multidisciplinary team of experts (international and local) led by Mr. Basil Kavalsky, Economist and Consultants’ Team Leader

  15. The Team’s Expertise • Agriculture, forestry, fishery • Rural development • Decentralisation, local development & institutions in relation to rural development • Market, value chain, private sector development • Social development, women, ethnic minorities, community development

Milestones • Main Mission • 3-19 March 2011 Consultation in Hanoi with major stakeholders, Data collection; and consultation in the field with key partners and beneficiaries • 22-23 March 2011 Wrap-up meeting with Aide Mémoire and presentation to the Government, other key partners in Hanoi and IFAD Country Programme Manager and Country Presence Office • National Roundtable Workshop • 10-15 October 2011 • Presentation to the Evaluation Committee and the Executive Board of IFAD • December 2011
