  3. Workshop Structure • Choose a hypothetical 5-HO network • Election to select sites • Does not imply endorsement! • Has no meaning beyond workshop • Break-out Sessions • By HO to explore design attributes • By Science Topic to explore network

  4. Science Topics • Linking Hydrologic and Biogeochemical Cycles • Understanding Hydrologic Extremes • Sustainability of Water Resources • Transport of Chemical and Biological Contaminants • Hydrologic Influence on Ecosystem Functions

  5. Why an election? • Specific set of 5 HOs • HOs may be distant from you • Everyone considers same sites • Face problem of small number of sites • Look beyond competition • Market your HO from a different perspective

  6. Voting Procedure • Ballots in registration packet (goldenrod) • Single-step method for logistic convenience, but complicates network design • No pre-stratification • “First-choice” column • Choose set of sites that form the best network for your science • Choose up to 2 alternates for each site • No HO can be selected more than once

  7. Two-Phase Counting • Phase 1: 10 HOs with most first-choice votes move to Phase 2 • Selecting alternates does not weaken your first-choice vote • Phase 2: Combination of 5 HOs out of 10 that maximizes “satisfaction index” wins • Alternates are considered equivalent to FC • Try to select 1 HO from each row • Penalize multiple selections within a row

  8. Voting Rules • Must select 5 first-choice HOs • Up to 2 alternates for each may be selected, but not mandatory • Selecting alternates does not weaken first-choice vote • No HO can be repeated on ballot • Prevents abuse of voting system

  9. Break-out Sessions • Elections will force you to consider issues to be discussed in break-out groups • Charge to Break-out sessions in packet • Duplicate sessions for smaller groups • Facilitators will organize discussion and report back • Conference report will be written from summaries and posted to web site
