  2. What is an inventory? A Greenhouse Gas Emissions Inventory is a quantitative assessment of energy use and waste production, with results expressed as amounts of GHG’s resulting from those activities. Compares disparate units of energy as a common metric; MT CO2e

  3. What you can measure you can manage Local governments leading the way • Energy Efficiency and Conservation Block Grant • The International Council for Local Environmental Initiatives, ICLEI • 39 Florida members of ICLEI, at least 22 have completed inventories

  6. Community Analysis Results • The transportation sector, at 47.5% of the community’s emissions, is a key focus area to effect reductions. • Overall, the per capita footprint is 16 MT

  7. Power Generation • Scope 1 emissions from the FPL power plant and Lee County Waste to Energy facility are counted as scope 2 emissions (electricity) for other sectors. • Per ICLEI guidance, final roll-up of results excludes emissions associated with power generation • Including power generating emissions would give 46% of the county total from the commercial sector (30% from the FPL plant alone).

  10. Government Analysis: Key Findings • Buildings and facilities, 27% • Water sectors combined are 15%. Water is energetically expensive, focus on conservation. • Lee County owns and operates both solid waste facilities, therefore the emissions. Focus on solid waste reduction and recycling efforts.

Solid Waste Sector • WTE power generation produced 160,000 MT CO2e from incinerating 499,000 US tons MSW (the same quantity landfilled would create 199,000 MT CO2e and no electricity). • Methane from decomposition of 150,000 US tons at landfill produced 60,000 MT CO2e. • Including both WTE and landfill sources would give 66% of government emissions from waste. • Incinerating 100% plastic produces 0.9 MT CO2e per US ton (compared to coal at 2.4 MT)

  12. Projections To achieve a 40% reduction by 2030 means NOT emitting 3,947,195 MT CO2e
