THEMBISILE HANI LOCAL MUNICIPALITY PRESENTATION TO NCOP LOCAL GOVERNMENT WEEK INTRODUCTION A new Municipal leadership was deployed in Thembisile Hani Local municipality after the local government elections held on the 18 May 2011. We should remember that this municipality was placed under administration on the 16 April 2010 in terms of section 139 (1) (b) of the Constitution of the Republic of South Africa, and that was lifted in July 2011 after the sworning in of the new Leadership. In the main, the newly elected leadership was expected to deal with the following issues; Building local economies to create more employment, decent work and sustainable livelihoods, Localising priorities of the 2009 election manifesto and consolidating them with local government election manifesto in meeting key challenges facing our communities by ; Improve local public services and broaden access to them Build more united, non-racial, integrated and safer communities Promote more active community participation in local government and Ensure more effective, accountable and clean local government that works together Provincial and National government. IMPACT OF INTERVENTION • The municipality moved from disclaimer to qualified report • Internal controls established and monitored by internal audit • Support from provincial and national treasury • Support from Dept of Cooperative Governance through MISA • Budget and IDP processes implemented as per the requirements THEMBISILE HANI MUNICIPALITY
