Economic Development UpdateProjects • Taylorville Business and Industrial Park: • Taylorville Development Association (TDA) in cooperation with their development partners, CCEDC, Christian County and the City of Taylorville successfully exercised an option on 96 acres previously owned by the Hopper family as a new location for the Taylorville Business and Industrial Park. The property is off Routes 29 and 104. • Estimated Phase 1 infrastructure development costs are $1.5 million. • TDA just completed a Due Diligence report with Martin Engineering Company on the feasibility of selling off the south portion of the property to raise cash for matching grants. • TDA will be applying in the near future to various public and private sources for infrastructure funding for the business and industrial park.

Economic Development UpdateProjects • Medical Cannabis Cultivation Projects: • CCEDC continues to provide ongoing technical assistance to three companies under consideration for a license to operate a medical cannabis cultivating facility in Christian County: • Abide Palliatives, LLC • HarvestMed , LLC • JCLM, LLC • The Illinois Department of Agriculture is reviewing applications for cultivation licenses currently. Eight applications are being evaluated for a license in State Police District 9, which includes Christian County. The date for awarding licenses is unknown at this time. • Total Investment : Unknown • Jobs Created;: 25-40

Economic Development Update • Christian County CEO Program: • CCEDC and TDA in cooperation with development partners the City of Taylorville and Christian County and private citizens have formed a steering committee to start a CEO Program in Christian County. The steering committee is headed by Dee Krueger and Ken Hart. The CEO Program enables high school students in Christian County to become self-reliant, small business entrepreneurs who are capable of starting and operating a successful business and contributing long term to the local economy. • The initial $20,000 required for start up cost has been raised. • The committee is now focused on educating individuals in Christian County on the benefits of the CEO Program and raising $60,000 for three years to underwrite the full cost of the program. • For additional information on the CEO Program, please contact : • Dee Krueger- 217/786-2754 • Ken Hart- 217/824-8555

  8. Economic Development Update • CCEDC and TDA participated in two preliminary site searches for prospects in cooperation with DCEO in 2014. Sites were proposed in both the 96 acre site acquired recently by TDA and the 84 acres near ADM owned previously by TDA. • Project Baseball: a major corporation conducted a search for a new manufacturing and assembly plant. Ten mid-western states were under consideration. Key drivers of the project were: strong business environment, site and workforce availability and incentives. The company has put the project on hold currently to concentrate on other projects. • Total Investment: Unknown • Jobs Created: 250 • Project Nature: a chemical company conducted a search among six states to establish a new production facility. Ultimately ,Christian County could not meet the steam requirements of the project. • Total Investment: Unknown • Jobs Created: 150-200

Economic Development Update • Consultant Profile: • Illinois Development Council: • 2001 IDC Distinguished Developer of the Year Award. 2004 Chairman of the Board. • 2005 Immediate Past Chairman, Nominating Committee Chairman and member Governmental Affairs Committee. • 2006-2008 Member Governmental Affairs and Marketing Committees. • Member IDC since 1986. • Consultant Information: • Over 35 years experience in economic development. • Served as Division Manager, Market Development for DCCA- managed a staff of 40 and a budget of approximately 2M. • Co-authored the Illinois Business Retention Manual, drafted the Enterprise Zone Annual Report, assisted in writing the rules for the EDGE Tax Credit Program. • Facilitated the Governor’s Task Force on Ownership Succession, and the Business Retention Task Force.
