  2. City of Tomorrow and Cultural Heritage Overall goal : • sustainable economic development and competitiveness, • improved urban management and integrated planning policy, • safeguard and improve the quality of life and cultural identity of citizens

Approach • Socio-economic, environmental and technological including the development, integration, and demonstration of technologies, tools and methodologies to improve forecasting, monitoring, assessment and benchmarking of emerging best practice • Emphasis on increasing citizen and stakeholder participation in urban decision making and helping ensure the availability of reliable, efficient and affordable services for all urban citizens, including those with special needs

FP5 projects on urban waste management • Aid in the management and European comparison of a municipal solid waste treatment for a global and sustainable approach(AWAST EVK4-2000-00514)start: January 2001 • Variable rate pricing based on Pay-As-You-Throw as a tool of urban waste management(PAYT EVK4-2000-00553) start: January 2001 • Environmental relief potential of urban action on avoidance and detoxification of waste streams through green public procurement(RELIEF EVK4-2000-00723) start: January 2001 • Development of a methodological tool to enhance the precision and comparability of solid waste analysis data(S.W.A.-Tool EVK4-2000-00684) start: March 2001

Benefits of networkingand clustering • widening scope of individual projects and the benchmarking basis • better consistency & co-ordination between projects, researchers and stakeholders • increased awareness of technology trends • enlarging RTD towards integrated solutions and improved exploitation of strategic RTD • strengthening RTD infrastructure through foresight analysis, & access to research facilities • contributing to focus and concentration

General recommendations • channel information towards the co-ordinator (all) • keep your EC scientific officer informed (Coo) • project agenda (meetings, steering committee, events,...) • any significant changes • sign a Consortium Agreement (all) • carefully read the contract, including the general conditions! (all)

  9. Reporting • see “Guidelines for reporting” on Cordis • 6-months: management report • short (10p max.) • co-ordinator • 12-months: periodic report • organised by workpackages • includes executive summary • includes up-dated TIP

Publications • request approval of the Commission (send the very last version afterwards) • text has to be agreed by all partners • publishing not inhibits partners to protect and exploit their results • reference to funding under the EC FP5 Programme, key-action City of Tomorrow and Cultural Heritage

  11. Financial principles • EC contribution: a maximum figure • cost reimbursement: payments made upon receipt of statements of expenses • charge the actual costs • shared cost • contracts for staff: mention project and duration • keep time sheets (even for AC) • eventual audit

  12. Transfer of budget between partners? Ruled by art. 22.5 of the General Conditions • inform the Commission • scope of the project and conditions of participation must not fundamentally altered • sign an agreement • <20% of the eligible costs of the beneficiary

Payments • all payments made to co-ordinator • advance payment: maximum 40% • guarantee retention: 15% paid after approval of final report (incl. final TIP and final costs statements) • annual periodic payments: costs statements together with periodic report • EC recovers gradually the advance
