  4. Guidance from the NCDM • Provide immediate relief to affected populations • Prepare for arrival of multinational support. • Do not expect aid to arrive for at least 7 days

  5. Phase III problem sets for RGC (Syndicate 1) • Answer Daily Questions/build daily brief • Use a planning process to develop a COA for mid-term flood relief • Integrate UN, ASEAN, Humanitarian, and MPAT capabilities in the COA • Develop or refine ministerial implementing plans

Planning Horizons (within the Scenario) • Immediate Flood Relief (next 5 days) • Does the RGC plan for flood relief address this problem? • Does the work done in Phase I answer this problem? • Mid Term Flood Relief (5-30 days) • What is the problem? • What do we have to fix this? • How do we fix it?
