4. The Basics • 10 Varsity Intercollegiate sports. • Five men’s (or mixed) sports and five women’s sports or four men’s (or mixed) sports and six women’s sports. • At least two team sports per gender. • Must meet minimum contest and participant requirements. NCAA Bylaw 20.10.3

The Basics • Three-Season Requirement. • One sport per gender per season (fall, winter, spring). • All male or mixed team and female team. • Must meet minimum contest and participant requirements. • Multiseason sports count in the season in which the team competes in the most contests. Bylaw 20.10.4

6. What sports count for sports sponsorship? • Sports shall be: • NCAA championship or emerging sport; • Varsity sports; • All male team, mixed team of males and females or all female teams; and • Institution opts to participate only in the NCAA championship (not one sponsored by a non-NCAA organization). Bylaw 20.10.3.4

7. What contests count for sports sponsorship? • Contest. • Team must actually participate; and • Team must complete the contest. • Individual sports teams must meet the minimum number of participants. Bylaw 20.10.3.5.1

8. How is this different from Bylaw 17? • Contest. • Any contest against an outside team, includes scrimmage, exhibition and joint practice. • Competition occurs. • Exemptions. Bylaws 17.02.2 and 17.02.3

13. When do I report sports sponsorship? • Annually. • On or before August 15 for the preceding academic year. • Reviewed by the NCAA Division II Membership Committee during its fall teleconference.

14. Financial Aid

15. The Basics • Minimum Awards Annually • 50 percent of the maximum allowable equivalencies in four sports, at least two must be women’s sports. • 20 total full equivalency grants with at least 10 women’s sports. • Total expenditure of at least $250,000 in athletically related financial aid with at least $125,000 in women’s sports. Bylaw 20.10.1.2

What financial aid awards count? • Only countable aid on NCAA squad list forms; • Countable aid to a student-athlete (SA) who exhausted eligibility or awarded to medically exempt SA may be used; • Financial aid must actually be awarded; and • Countable aid in emerging sports and non-NCAA sports may not be used. Bylaw 20.10.1.2.1

How are equivalencies calculated? • SA becomes a counter. • All institutional aid received during the academic year for tuition, fees, room, board books and course related supplies counts. • Exempted government grants (Bylaw 15.2.4) do not count. • Exempted institutional aid (Bylaw 15.02.4.3) does not count. Bylaw 15.5.2.2

19. What about Bylaw 15? • Sport by sport maximum equivalency limitation. • Overall limit in men’s sports. • No more than 60 total awards in men’s sports other than football and basketball. Bylaw 15.5.2.1.1.1

20. When do I report minimum financial aid? • Annually. • On or before August 15 for the preceding academic year. • Reviewed by the Membership Committee during its fall teleconference.

21. Institutional Self-Study Guide (ISSG)

22. The Basics • Once every five years. • Compliance and strategic initiatives. • Self-study and documentation must be available for examination by request. • Signature page must be postmarked by June 1 of the year it is due. NCAA Constitution 6.3.1.

23. The Basics • Online version for all ISSG’s due June 1, 2011 and later. • Request for deadline extension must be received by March 1 of the year the ISSG is due. Constitution 6.3.1.1.1

26. Penalties

27. Minimum Sports Sponsorship or Minimum Financial Aid Penalties • Entire program placed on probation. • One academic year. • Probation begins the next academic year after noncompliance is discovered. • One year probationary period once every ten years. Bylaws 20.2.5.1.2.1 and 20.10.1.2.4.1

28. Minimum Sports Sponsorship or Minimum Financial Aid Penalties • If do not meet requirements by the end of probationary year; or • If not eligible for the once-in-10-year probationary period: • Restricted membership. Bylaws 20.2.5.1.2.2 and 20.10.1.2.4.2

29. What is the penalty if my institution does not complete the ISSG? • Probation for one year; and • Not eligible for Division II enhancement funds. • Must complete the ISSG during the probationary year and submit the entire ISSG to the membership committee. Constitution 6.3.1.2

30. What is the penalty if my institution does not complete the ISSG? • Failure to complete the ISSG during the probationary year. • $1000 fine; • Restricted membership status; • Not eligible for Division II enhancement funds; and • Not eligible for championships in all sports. Constitution 6.3.1.2

31. What happens if my institution is placed in restricted membership? • Loss of the following benefits: • Championships eligibility; • Voting privileges; • Enhancement funds (equal distribution part); • Committee service; • Will not count for premium portion of conference grant program; and • May be placed in corresponding membership if do not comply with the requirement within one to three years. Bylaw 20.02.5

33. Waivers from the Division II Membership Committee • Meeting minimum contests and participants requirements. • Meeting minimum women’s sports sponsorship criteria. • Meeting the three-season requirement. • Meeting minimum financial aid awards requirement.

What is the waiver criteria? • Minimum contest or participant waiver. • Must be beyond the institution’s control. • Weather, natural disaster, injury or illness. • Opponent canceled a game. • Documentation that the appropriate minimum number of contests had been scheduled. • Documentation the institution could not schedule an additional contest. Bylaw 20.10.3.5.9.1

35. What is the waiver criteria? • Minimum women’s sports sponsorship criteria. • Request signed by the chancellor or president. • Received no later than October 1. • Data that demonstrates the male to female enrollment ratio prohibits offering the required women’s sports; or • Data demonstrating insufficient student interest. Bylaw 20.10.3.3

36. What is the waiver criteria? • Three-season requirement. • Must be beyond the institution’s control. • Documentation to support that incident was beyond the institution’s control. • Lack of knowledge of the legislation is not considered “outside of the institutions control.” • Plan to meet the requirement in the future.

37. What is the waiver criteria? • Minimum financial aid awards. • Objective evidence that demonstrate circumstances that warrant the need for a waiver. • Documentation of financial aid provided and reason for the deficiency. • Plan to meet the requirement in the future. Bylaw 20.10.1.2.3

38. How do I file a waiver? • Complete the waiver application. • Provide all documentation with the waiver application. • Have the chancellor or president sign the application. • Submit to the committee by the appropriate deadline.
