A Few Points Before We Get Started… • General transfer rule: must complete academic year of residence unless meet transfer requirements. • Two full-time semesters or three full-time quarters; or • Be enrolled in a minimum full-time program for two full-time semesters or three full-time quarters and pass at least equal to the sum total of the minimum load for each required term. Bylaw 14.02.11.1 • NCAA Bylaws 14.5.4.1 and 14.5.4.2. • AMA Education on Demand video for overview.

  6. Two-Year College Transfer Case Studies • Case study will focus on the following: • Certification of transferable degree credit. Bylaw 14.5.4.4.3 • Certification of the GPA for transferable credit. Bylaw 14.5.4.4.3.2 • Additional transferable degree credit for partial qualifiers and nonqualifiers. Bylaws 14.5.4.2.1and 14.5.4.2.5

  8. KJ – Baseball Transfer • A few more tidbits about KJ: • Partial qualifier. • Thirty-six credits earned at Two Year B. Earned a D in six credits and earned 3 credits of remedial math (A). Repeated three credits of D, but earned an F. • KJ has a 2.1 GPA at Two Year B. Includes highest grade earned in all courses. • Earned six credits of English and three credits of math at previous four-year institution.

  11. KJ – Baseball Transfer • Bylaw 14.5.4.2. • Full time for two semesters or quarters. AND • Must have one of the following: • Graduate from the junior college; or • Average 12 hours for each full-time term and GPA of at least 2.000.

  12. KJ – Baseball Transfer • Bylaw 14.5.4.2. • Full time for two semesters or quarters. [KJ had three full-time terms.] AND • Must have one of the following: • Graduate from the junior college; or • Average 12 hours for each full-time term and GPA of at least 2.000. [KJ earned AA.]

  13. KJ – Baseball Transfer • Now for something a little more challenging: • Is KJ immediately eligible for competition in fall 2012 as a 2-4-2-4 transfer to your institution? • If not, is there any way he can be eligible for the spring 2013 term?

KJ – Baseball Transfer • Bylaws that might assist the analysis continued: • 14.5.4.2.1 – Additional Transferable Degree Requirements. • Core-curriculum requirements for partial qualifiers and nonqualifiers. • Effective 8/1/11 for student-athletes initially enrolling full time in college on or after 8/1/11.

  19. KJ – Baseball Transfer Impact on KJ? Not applicable to KJ, but if it was, may use transferable credits earned at first four-year to meet.

KJ – Baseball Transfer • Bylaws that might assist the analysis continued: • 14.5.4.3 – Determination of Transferable Degree Credit. • May count courses accepted as degree credit in any of its colleges, schools or departments. • 14.5.4.4.3.1 – Transfer Credit, Unacceptable Grade. • May not use courses that would not generally transfer in due to grade earned.

  21. KJ – Baseball Transfer Impact on KJ? Remedial hours may not be used to meet credit requirements. If Your Institution does not transfer in D’s, cannot use those six hours to meet credit requirements. If all others transfer in, will have 25 credits.

  22. KJ – Baseball Transfer • Bylaws that might assist the analysis continued: • 14.5.4.3.2 – Calculation of GPA for Transferable Degree Credit. • Grades earned in all courses that would normally transfer used. • Only last grade earned in repeated courses used.

  23. KJ – Baseball Transfer Impact on KJ? Need to recalculate GPA with F instead of D for repeated course. (2.009) Assuming remedial A included in GPA, need to remove and recalculate. (1.836)

  24. KJ – Baseball Transfer • Bylaws that might assist the analysis continued: • 14.5.4.5 – Exceptions/Waivers for Two-year College Transfers. • 14.5.4.5.3 – Two-year Nonparticipation or Minimal Participation Exception.

  25. KJ – Baseball Transfer Impact on KJ? KJ could meet the two-year nonparticipation exception during spring 2013, but KJ cannot use because exceptions are only available for qualifiers.

  26. KJ – Baseball Transfer • So where does that leave us with KJ? • Cannot use AA. So need to look to see if meets credit requirements. • Meets credit requirements but does not have the 2.000 GPA. Will need to serve academic year in residence before can compete. • Although not applicable to KJ, could meet new core-curriculum requirements for partial qualifiers and nonqualifiers. • Could meet two-year nonparticipation exception for spring 2013, but cannot use because partial qualifier.

  28. General Rule • Prior to being eligible, a four-year college transfer student must serve one full academic year in residence at the certifying institution. Bylaw 14.5.5.1

  30. Four-Year College Transfer Case Study and Best Practices • Case study will focus on the following: • Competition in year of transfer. Bylaw 14.5.5.4 • Best practices for certification of a midyear transfer student-athlete. Bylaws 14.5.5.4 and 14.4.3.4-(b) • Division I football transfer student-athlete and application of additional academic requirements. • New question for tracer form.

  32. Julie – Swimmer • The facts: • Enrolled at a Division I institution in fall 2011. • She practiced, competed and received athletically related financial aid. • Julie attended the Division I institution in fall 2012, practice, competed and received athletically related financial aid.

Julie • The facts, continued: • Julie decided to transfer to a Division II institution at the conclusion of the fall term. • The Division II institution received permission to contact. • Julie meets the one-time transfer exception. Bylaws 13.1.1.2 and 14.5.5.3.9 • What steps does the institution need to take to certify her eligibility for competition in the year of transfer?

  34. Julie – Competition in Year of Transfer • Eligibility is based on how the Division I institution declared its playing season. • Did Julie compete for the Division I institution in the segment that concluded with the NCAA championship?

  35. Julie – Competition in Year of Transfer • Information obtained from the Division I institution: • Declared two separate segments. • Julie’s last date of competition for the Division I institution was October 28, 2012. • Championship segment began November 15, 2012.

Julie – Competition in Year of Transfer, Continued • Julie is eligible to represent the Division II institution when she transfers for the spring term. • She did not compete for the Division I institution during the segment that concluded with the NCAA championship. Bylaw 14.5.5.4 • Julie met the one-time transfer exception.

  37. Best Practices – Midyear Transfer

  38. Certification of a Midyear Transfer • Contact previous institution as soon as possible. • Seek clarification on unclear information. • Use of tracer form. • Use of the Internet. • Discussions with coaches and student-athlete. • Certification of credit-hour requirements.

  39. Newly Adopted Legislation – Division I

  40. Division I Legislation Update • In football a student-athlete who does not: • Earn nine-semester or eight-quarter hours; and • Earn the eligibility point (Academic Progress Rate). • Is not eligible for the first four contests in the following playing season. NCAA Division I Bylaw 14.4.3.1.6

  41. Impact on Division II • If a Division I football student-athlete, who is subject to the four-game penalty, transfers to a Division II institution the penalty does not follow the student-athlete. • The four-game penalty, in and of itself, does not impact the availability to use the one-time transfer exception. • Be sure to look carefully at the transfer tracer form for Division I football transfer student-athletes.

  43. Review of Academic Requirements • Initial two-year college transfer and initial-eligibility concepts. • Developed during Division II Academic Requirements Task Force February 2012 meeting. • Timeline for review. • Opportunity for feedback.

  44. Initial Two-Year College Transfer Concepts • Recommend changes to the current two-year college transfer standards: • For qualifiers: • GPA requirement of 2.300; and • Place a limit on the number of physical education activity credit.

Initial Two-Year College Transfer Concepts, Continued • For partial qualifiers and nonqualifiers not meeting the AA or equivalent degree requirement: • GPA requirement of 2.300; • Place a limit on the number of physical education activity credit; • Additional transferable core-curriculum requirement in natural or physical science; and • Athletics aid and practice for nonqualifiers if they meet all other requirements and have a GPA at or above a 2.000.

  46. Initial Two-Year College Transfer Concepts, Continued • Additional requirements for those partial qualifiers and nonqualifiers who earn an AA or equivalent degree. • Completion of a core-credit curriculum; and/or • A 2.300 GPA in all otherwise transferable hours. • Nonqualifier may receive athletics aid and practice during the first year of academic residence with a GPA at or above 2.000.

  47. Initial-Eligibility Concepts • Eliminate the test-score requirement. • Qualifier = minimum GPA of 2.200 in the legislated core-course requirements. • Partial qualifier = minimum GPA of 2.000 in the legislated core-course requirements.

  48. Timeline for Review • Concepts developed, and feedback sought, by Task Force throughout 2012-13. • 2013 NCAA Convention educational session. • 2013 NCAA Division II Chancellor and President Summit. • Proposed legislation for the 2014 Convention.
