This document outlines the critical role of government agencies and banks in fostering an environment for the growth of landless and marginal farmers in rainfed areas, focusing on states with a high percentage of rainfed agriculture. With around 3 crore landless and 5 crore marginal farming households, the goal is to reduce poverty, enhance food security, and curb farmer suicides. Key strategies include integrated planning, credit access, training, community asset creation, and improved market access to empower these vulnerable farmers and promote sustainable development.
