Rural Telecommunication Infrastructure Expansion Project

This project aims to expand telecommunication infrastructure in rural areas by achieving coverage targets for households and institutions. Through implementation plans involving private and public sectors, community telecenters with broadband access will be established to provide IT services and training for sustainable development. The project also includes regulatory support mechanisms, subsidy provisions for service providers, and coordination boards for effective implementation.   1. Targets • Basic Regulatory support mechanism exists such as Unified License, Service Quality etc. • 60.1 % Households achieved, 75% next target i.e. 1.3M additional Household/Institutional coverage • The 1st 60.1% has covered relatively easy to serve areas. The next phase of additional ~ 15% HH are expected to be difficult – infrastructure, PC penetration, literacy wise

Implementation Plan • 2nd P – Private Sector • Provide network coverage • Establish Community Tele Centerswith Broadband Access, create awareness, offer training, run the center for 5 years • 3rd P – Public (The Community) • To provide space for telecenter • Promote use of IT services in education, businesses and governance • Make the EBC sustainable after 3rd to 5th Year by charging training, internet usage and related IT services

Implementation Plan • 1st P – Public • Provide differential subsidy to Service Provider i.e. Estimated Technology Dependent Infrastructure Cost, USF Area/Block wise minus Service Provider’s offered cost • Provide subsidy for content creation & facilities for E-Health, E-Farming, Market Access.

  4. Regulatory Changes • USF Contribution not necessary for participation, it is discriminatory to bar small village wireless operators. • A Co-Ordination Board to synchronize all the activities among various Govt. Dept such as Education, Health etc.

  5. Monitoring • Network Management System Access to hired technical auditors, collect session, volume used info • Field visit to infrastructure elements, verify the boq & performance • Field Visit every 3 months to all CBCs by independent hired auditors, verify hardware & services • Social/economic impact studies.
