What is a Peacetime Disaster? • An occurrence, or the threat of an occurrence, within the town boundaries or nearby, which involves the risk of loss of life or property or which threatens the safety, welfare and well-being of some or all of the residents of our Town. • Would include: floods, hurricanes, windstorms, blizzards, explosions, aircraft or ship disasters, toxic or flammable gas escapes, uncontrollable fires, collapse of buildings or structures.
Town of Happy Valley-Goose Bay Peacetime Disaster Plan • Legislated by Provincial Dept. of Municipal Affairs. • The Town of Happy Valley-Goose Bay has had a Peacetime Disaster Plan for over 20 years and is updated on a regular basis. • Identifies and outlines the specific responsibilities of our municipal services, equipment, resources and the volunteer groups available within the Town. • Partners involved include: RCMP, Labrador Grenfell Health, Dept. of HRLE, Service Canada, Dept. of Forestry, Dept. of Environment, Dept. of Transportation, DND, Serco, Nalcor.
Activation of Municipal Peacetime Disaster Plan • Disaster site declared. • Town Manager assumes role of Emergency Operational Centre Coordinator. • Emergency Operational Centre is activated. • Emergency Operational Centre Group is assembled. • Town Council is assembled.
Disaster Site Management • RCMP is responsible for site management and overall control of the scene for all emergencies/disasters occurring within the municipality, including those involving aircraft outside the area of CFB Goose Bay. • DND is responsible for on-site management and overall control at the scene for all emergencies/disasters occurring within the area of CFB Goose Bay.
Emergency Operations Centre (EOC) • Located at the Town Hall • Alternate site is the RCMP Headquarters • Managed by the Emergency Operations Centre Coordinator (Town Manager) • Supported by an Emergency Committee • Supports the disaster site activity
Next Steps • Incorporation of information provided for the Lower Churchill Hydroelectric Generation Project • Capability Based Planning • Identification of Gaps • Resources Available • Ongoing consultation with partners and updating of Peacetime Disaster Plan
