ISCS Re-competition: Upgrades to International Satellite Communications System

Network Features • C-band satellites with full coverages in AOR and POR • Compatible with site-owned VSAT equipment • Full coverage to all existing users • Expandable to future sites • Options to upgrade receive sites to 2-way • 24/7 operation for real-time collection and broadcast of weather products • GRIB, BUFR, T4-FAX, and text products

Network Changes/Improvements • IP capability added to existing X.25 • NWSTG broadcast will be XoI • Interfaces changed at NWSTG and Sites • Site FRAD replaced with interface box • Sites will have both X.25 and IP capabilities • X.25 phased out when all workstations are replaced (1st quarter CY 2004 is target) • Socket streaming output and FTP input added to NWSTG

  5. Broadcast Bandwidth Changes • 64 Kbps baseline bandwidth for AOR & POR • Separate IP Sockets for AOR & POR provide opportunity for different data content • Increased data rates available as options • Selectable at 25%; 50%; 75% or 100% increase • Capable of bursting during high data volumes

  6. Site Equipment Replacements • Technology Substitution provisions • Option to replace VSATs or interface equipment • Permits performance improvements or upgrades • Replacement of aging equipment • Funded by sources yet to be determined

  7. Workstations • Workstations are not included in procurement • NWS International Activities responsible for workstation activities

  8. Schedule • RFP release February 1, 2002 • Contract Award originally scheduled for October 1, 2002 will probably slip until November • Complete deployment August 1, 2003
