  1. The Usefulness of the ESPON Scientific Platform for Policymakers ESPON Database : Case Studies Interface 4-5 June 2014 Nafplion, Greece Claude GRASLAND on behalf of M4D 1

  2. INTRODUCTION : The mysterious case study M4D has decided to offer an extra case study for free to the ESPON Program. Can you look at the map and find the topic of this case study ? EU Elections ? Creative Class ? Accessibility ? Globalization ?

  3. Plan • The usefulness of case studies for policy makers • The M4D search interface for case studies • Typology of case studies available 3

  4. 1. THE USEFULNESS OF CASE STUDIES FOR POLICYMAKERS

  5. What does policymakers expect from ESPON ? « ESPON should be a lover … and give policymakers what they want ! » Lewis D., ESPON meeting in Gödöllö, June 2011

  6. What can ESPON tell me about demographic trends and potential needs of external migrations ? ESPON is well adated to the needs of EU regional policy • 2. Visualize Maps • ESPON Mapfinder • 3. Examine options • ESPON Policy Briefs • 1. Download Data • ESPON Database Portal

  7. Some policy makers request for more local data (ZOOM IN) Some policy makers request for more global data (ZOOM OUT) But regional data (NUTS2/3) does not cover all needs

  8. Example of ZOOM-IN case studies. • POLYCE • Best Metropolis

  9. TIGER Examples of ZOOM-OUT case studies • ITAN • M4D

  10. 2. THE M4D SEARCH INTERFACE OF CASE STUDIES

  11. Introduction • ESPON TPGs can deliver two types of datasets: • Case Study datasets • Key indicator datasets 11

  12. Introduction • ESPON TPGs can deliver two types of datasets: • Key indicator datasets • Case Study datasets • Cover the entire ESPON Space (EU28+4+CC) • Respect the ESPON metadata and data template (INSPIRE) • Rely on NUTS or Urban nomenclatures 12

  13. Introduction • ESPON TPGs can deliver two types of datasets: • Case Study datasets • Key indicator datasets • Does not necessary cover the entire ESPON Space • May be data at local scale • May be data to compare different regions in the world (Barcelona vs Mexico) • Cover the entire ESPON Space (EU28+4+CC) • Respect the ESPON metadata and data template (INSPIRE) • Rely on NUTS or Urban nomenclatures 13

  14. Introduction • Hence two Search user interfaces for: • Key indicator datasets 14

  31. Overview of ESPON Case Studies up to June 2014 These maps do not necessarily reflect the real coverage of ESPON Case Studies • 10 ESPON Projects • 11 Case Studies • 67 Points in the ESPON Area • 18 points out of the ESPON Area KEY FIGURES 31

  32. Number of Case Studies per ESPON country up to June 2014 WARNING ! These maps do not necessarily reflect the real coverage of ESPON Case Studies because it concerns only Case Studies associated to delivery of data 32

  33. CONCLUSION : ANSWER TO THE ENIGMA

  34. The mysterious map was a cartogram of Ile de France Val d’Oise SEINE SAINT DENIS Val d’Oise HAUTS DE SEINE Yvelines Yvelines Seine et Marne PARIS Seine et Marne Essonne VAL DE MANE Essonne Spatial unit are made proportional to population on the right cartogram 34

  35. This is very usefull for policy oriented case studies Maps clearly suggest that people excluded from « creative class » and living in periphery of metropolitan area was more likely to support anti-EU political party.

  36. Elections are crucial political topic for case studies … Crossing thesocial and economic data with the results of EU election of 2009 and 2014 should be a priority adressed by policy makers to ESPON …

  37. Thank you for your attention! 37
