DOCUMENTATION PROCESS Using organizational procedures or format, documentation must be provided.
INTERFACING • HSO must assist ISO as needed with an investigation or analysis • Severity of the incident will dictate HSO involvement • As needed • To ensure documentation is complete • Serve as another resource • Investigation Report may impact department SOPs
HSO IS THE PROGRAM MANAGER OF THE SAFETY AND HEALTH PROGRAM • Safety and health information • Review and analysis of accident and injury reports
HSO IS THE DEPARTMENT'S RISK MANAGER • Non-emergency • Assisting ISO during an emergency incident
HSO RESPONDS TO INVESTIGATIONS PER PROTOCOL • During non-emergency incidents • Working with/assisting ISO at emergency incidents • HSO is lead investigator if a firefighter fatality occurs
HSO may determine training needs exist based on the investigation report
HSO must evaluate the affected SOPs based on the investigation report
BASED ON THE NATURE AND SEVERITY OF THE INCIDENT, HSO MUST EVALUATE THE IMPACT ON: • PPE • Apparatus • Facilities
PERSONAL PROTECTIVE EQUIPMENT • Was it being used properly? • If it failed, why? • Discuss problems with the manufacturer!
APPARATUS • Work with the mechanics to determine cause • Human error or mechanical failure?
FACILITIES • Standards • OSHA bloodborne pathogens • NFPA • ADA • Poor design or construction
OSH COMMITTEE • May be responsible for the safety and health program • Members may be assigned functions based on expertise or interest • May assist the HSO as needed or requested • May assist with training or SOP revision
PARADIGM SHIFT is defined as change or difference in the current concept accepted by most people
PARADIGM SHIFT • Implementation, development, and utilization of a written safety and health program • Implementation, development, and utilization of HSO and OSH committees • Fire service deserves nothing less!

A. The HSO must coordinate operations and projects with the incident safety officer. The HSO must provide assistance and resources to the ISO as needed.
B. The HSO has defined responsibilities as program manager of the safety and health program. These functions include investigations, risk management, training and education, developing or revising procedures, or modifications to clothing, equipment, apparatus, or facilities.
C. The department's OSH committee may operate in place of a designated health and safety officer. The OSH committee is a valuable resource even if there is a HSO.
D. Departments can experience a paradigm shift by utilizing a written health and safety program, a health and safety officer, and an OSH committee.
