PNG Medium-Term Development Plan 2018-2022 • GOVERNMENT’S NEW MEDIUM TERM DEVELOPMENT PLAN 2018-2022 AIMS TO GROW THE ECONOMY • ROAD TRANSPORT IS A KEY ENABLER FOR ECONOMIC DEVELOPMENT • INVESTMENT IN CRITICAL ROADS AND BRIDGE PROGRAMS IS ALWAYS A TOP PRIORITY FOR GOVERNMENT • GOVENRMENT HAS APPROVED A LONG-TERM PLAN TO IMPROVE 4,200KM ECONOMIC ROAD NETWORK

  4. PRESENT CHALLENGES Scenario 1: Business as usual Scenario 1 – Road Condition in 10 years • Kina 310 million p.a. allocated for road maintenance • After 10 years: Over 80% of National Roads in Poor Condition

NATIONAL ROAD NETWORK STRATEGY 2018 – 2037 (NRNS) • Rehabilitation and Maintenance of the NRN • K21.1 billion to improve National Road Network condition: • to 50% “Good” and 50% “Fair” condition • Phase 1 (2018 – 2022): Core National Roads (2,309 Km): K4.49 billion • Phase 2 (2023 – 2027): Priority National Roads (2,052 Km): K4.81 billion • Phase 3 (2028 – 2037): Non-priority National Roads: (4,639) K11.82 • Development of National Road Network: • National Road Network is being developed around 5 economic corridors: • Momase corridor : • West Sepik, East Sepik, Madang & Morobe • Highlands corridor: • Eastern Highlands, Chimbu, Jiwaka, Western Highlands & Enga • Petroleum Resource Area-Southern Region (PRASR) corridor: • Hela, Southern Highlands, Gulf, Central, Northern, Milne Bay • Islands Region corridor: • East New Britain, West New Britain, New Ireland, Bougainville & Manus • Border corridor: • West Sepik and Western

CURRENT INVESTMENT TO ACHIEVE OUR VISION-NETWORK INTERVENTIONS • GOVERNMENT HAS MORE THAN K2.0 BILLION WORTH OF CAPITAL WORKS AND MAINTENANCE PROGRAMS RUNNING • Sustainable Highlands Highway Improvement Program: • ADB loan + co-funding from other development partners and GoPNG: • K3.0 billion over 10 years to rehabilitate, improve & maintain 430 Km section of the Highlands Hwy from Nadzab (Morobe) to Mt. Hagen (Western Highlands) • Three major EPC contracts have commenced, total value: K1.346 billion • Bridge component of program to be procured in 2020: K294 million

ENVIRONMENTAL IMPACTS • Current concerns on international media regarding impact on bio-diversity • Most investment projects are focused on existing highways and roads. • PNG has very stringent environment protection and conservation laws – green field projects will be properly assessed • Protection of old growth Forests • PNG’s Bio-diversity is a treasure that belongs to future generations • Increased utility of road transport will reduce demand for transport modes (sea and air) that have higher carbon emission footprint

SOCIOECONOMIC IMPACTS • Over 80% of the population is rural based – • The majority do not have reasonable access to basic services. • Support GoPNG development goals: • improve access to services – health, education, water supply & sanitation, ITC, etc. • Enabling environment for development of agriculture, tourism, manufacturing, governance, etc. • Improve national cohesion.
