  2. Quick-Write • Using the conditions of and challenges to democracy discussed yesterday, explain the how the process of democratization in Iraq is progressing in at least one full paragraph

  3. Iraq's New, Dysfunctional Democracy • Read and annotate “Iraq's New, Dysfunctional Democracy” • Considering the other articles, be prepared to discuss how the process of implementing democracy – democratization – is going 10 years later

  4. Democratization • Democratization is the transformation process from a nondemocratic regime to a procedural democracy to a substantive democracy

  5. Types of Democracy • Procedural Democracy: • Has free and fair elections for policymakers • Substantive Democracy: • Has personal freedoms—civil rights AND civil liberties; free and fair elections; little corruption; access to multiple sources of information; form interest groups

Types of Democracy • The presence of elections does not make a country democratic • Countries with elections that are not necessarily free or fair (for many reasons) are often called illiberal democracies, but are more accurately known as electoral authoritarianism, or hybrid regimes • Citizens may be cut off from knowledge/information • Lack of civil rights/liberties • “Closed” societies • Countries considered “probably free”

Types of Democracy Liberal democracy: • A form of government in which representative democracy operates under the principles of liberalism • Characterized by fair, free, and competitive elections between multiple distinct political parties • Separation of powers into different branches of government • The rule of law in everyday life as part of an open society • The equal protection of human rights, civil rights, civil liberties, and political freedoms for all persons • Often draws upon a constitution • Liberal democracy is the predominant political system in the 20th century

Preconditions of Democratization • Level of Economic Development • Successful economic development causes social and economic change (modernization) – inspires urban growth and education • Higher levels of economic development and modernization correlate with greater demand for and capacity to sustain democracy • International Environment of Democracy • New states are ALWAYS influenced by other states

Outcomes of Democratization Democratic consolidation • Creation of a stable political system in which all major actors seeking political influence accept democratic competition, citizen participation, and the rule of law • Democratization had penetrated competitive parties, judiciaries, military, and bureaucracies • Democracy has become less fragile • Democracy is supported by the citizens • Individuals seeking power are committed to the rules of the democracy
