Establishing European Standards for Toner and Inkjet Recycling: A Collaborative Initiative

This document outlines the first collaborative effort between recyclers and OEMs to establish European standards for toner and inkjet cartridges under the guidance of CEN (Comité Européen de Normalisation). The objective is to safeguard printers, ensure measurable yields, and facilitate performance comparisons for inkjet and toner products. Currently, three final drafts are prepared, undergoing national body review. While OEMs may attempt to slow progress, recyclers must remain proactive to foster effective standardization that benefits all parties involved.

  1. Developments in setting European Standards Recyclers and OEM’s cooperating for the first time

  2. Content • Setting a Standard for Toner and Inkjet • CEN • Situation • Timepath • Consequences • Questions?

  3. Setting a CEN standard: why? • Objective: - to safeguard the printer - to measure yield • Our objective: performance measurement to allow for comparison • For: Inkjet Toner, monochrome Toner, colour • Under leadership of CEN (Comité Europeene pour Normalisation) • Participants: all national CEN-members, both recyclers and oem’s

  4. CEN: European Authority for Normalisation Members: all national authorities, such as • DIN (D) • BSI (UK) • AENOR (E) • AFNOR (F) • UNI (I) • NEN (NL) • ON (AT) Basically still oem controlled

  5. Situation • 3 final drafts are ready ! • Inkjet was guided by J. Kretschmer, Pelikan • Toner (mono & colour) was guided by P. Hortig, Embatex • These drafts now go to the national bodies for comment • Comments will be discussed again

  6. Timepath • WE’RE NOT THERE YET!! • Inkjet: - up for enquiry now; closure 07/06- discussion 09/06- formal vote 03/07- final 11/07CE approval (CE label on products)

  7. Timepath • Toner monochrome- up for enquiry now- closure 07/06- discussion 09/06- formal vote 03/07- final 11/07

  8. Timepath • Toner colour- up for enquiry 11/06- discussion 05/07- effective sometime 2008 • Difficult……

  9. Consequences • Important: no leaning back now • OEM’s trying to slow it down;the longer it takes, the more they like it • Recyclers must now stay involved through the national bodies • It’s a long road, but worthwhile in the end: a standard set by recyclers and OEM’s- allowing comparison…..
