Our Vision • A world where aid is no longer necessary, where there is democratic distribution of wealth and sustainable equitable sources of domestic revenue for all countries. • We believe in development as a right. • We see human rights, gender equality, decent work and environmental sustainability at the core of development effectiveness. • We oppose the instrumentalization of aid as a driver for market expansion, investment, trade and private sector growth.

Our Vision • We challenge mainstream economic development modelsbased on unsustainable patterns of consumption and production. • As women, we refuse to be seen as passive, solely as consumers or victims in need of protection and rescue. • We underscore that women, feminists and women’s organizations and movements play a key role in development. • We demand the full realization of women’s rights ashuman rights, which are essential to any development cooperation framework.

KEY DEMANDS for busan • Any new development cooperation framework to be agreed in Busan should be based on human rights, including women’s rights. • Development effectiveness requires democratic ownership by women and meaningful and systematic participation by civil society, especially women’s and feminist organizations. • A new equitable development cooperation system should be established under the UN as a main international forum to discuss development cooperation policies and trends, as a truly broad based space engaging the broad range of development cooperation actors.

KEY DEMANDS for busan • Promote multiple accountability systems for women’s rights and gender equality, improving existing monitoring systems. • Financing for Development: Gender Equality and Women’s Rights Beyond Mainstreaming. • Development cooperation to the countries in situations of fragility and conflict must acknowledge the differential and disproportional impact of armed conflict on the lives and rights of women and girls.

A new development cooperation based on human rights, including women’s rights • Moving beyond aid effectiveness towards human rights-based development cooperation is key to a new framework for international solidarity and development effectiveness. • Development cooperation policies and nationally owned country strategies must align with international human rights and gender equality standards. • Policy coherence for development and gender equality at all levelsis essential for meaningfully and positively impacting the lives of women and men on the ground. • Human rights standards, principles and mechanisms which are obligations for both donors and partner countries should be used to hold all governments accountable.

A new equitable development cooperation system under the UN • Any future development cooperation architecture needs to be inclusive, democratic, rights-based, and accountable. • The United Nations has a crucial role to play in this new architecture, in particular the UN Development Cooperation Forum. • Defining a transparent and clear system for ODA allocation. • Country-level implementation based on country compacts, MDG contracts or other instruments are vitally important.

A new equitable development cooperation system under the UN • South-South and Triangular Cooperation should contribute to advance gender equality and women’s rights. • UN Women should play a key role in advancing gender equality and women’s rights as part of the development cooperation system and processes. • As a key new player in development cooperation, UN Women must be equipped with adequate, immediate, long-term, predictable and multi-year core funding.

Development effectiveness requires democratic ownership • Inclusive and democratic ownership should be at the heart of “development effectiveness”. • Spaces and institutional mechanisms should be in place to ensure that women’s organizations meaningful participation in policy dialogues at all levels. • An enabling environment for CSOs and particularly for women’s human rights defenders should be ensured.

  10. 4. multiple accountability systems for women’s rights and gender equality, improving existing monitoring systems. • Multiple accountability is more comprehensive than mutual accountability, and reflect better the complex current development cooperation system. • Donors must be accountable for the aid that they deliver by ensuring transparent, open, predictable and participatory opportunities for dialogue on aid processes, priorities, agreements and assessments of progress. • Aid and development cooperation monitoring systems must improve and build on the existing country or regionally relevant gender equality indicators and accountability mechanisms.

  11. 4. multiple accountability systems for women’s rights and gender equality, improving existing monitoring systems. • We need to improve existing mechanisms for tracking aid for gender equality, improve the quality of the Gendernet gender marker and ensure that all aid is screened with the marker(including multilateral aid) • The monitoring and evaluation system established as part of the new development cooperation architecture, should make reporting on gender equality outcome indicators mandatory for all governments

Financing for Development: Gender Equality and Women’s Rights Beyond Mainstreaming • Countries and donors must ensure that public financial management systems are gender-responsive and performance-based. • The implementation of GRBs is important to ensure there is clear allocations of resources towards gender equality in national budgets and clear systems for tracking the spending. • But GRBs are only a tool towards a significant increase of financing for gender equality. We need appropriate tools to measure the actual amounts delivered for gender equality and the actual impact they have in transforming the lives of women and girls on the ground.

Financing for Development: Gender Equality and Women’s Rights Beyond Mainstreaming • Funding for GE must be increased and diversified to ensure that gender mainstreaming and division of labor approaches do not dilute women’s rights specific programming and commitments. • Adequate investment should be ensured for certain controversial and sensitive women’s rights issues, such as sexual and reproductive health and rights. • Governments must ensure increased, substantial, flexible, predictable and multi-year core funding for women’s rights organizations. • Democratic and innovative financing for development mechanisms should be established by 2015.

Development cooperation to the countries in situations of fragility and women’s rights • All governments must acknowledge the differential and disproportionate impact of armed conflict on the lives and rights of women and girls. • All governments must work towards the protection of women’s rights and full participation of women by ensuring adequate financing and political support for the implementation of UNSCRs 1325, 1820, 1888 and 1889.

  15. AND FINALLY… • We need to ensure that Busan deepens the PD, AAA and advances IADGs. • Busan has to go beyond ‘aid effectiveness’ into genuine ‘development effectiveness’ • We need strong Champions for Gender Equality in Busanfrom countries from the South, because so far the proposed Outcome Document is completely gender-blind. • We want to ask Rwanda and other governments present here to be strong Champions for GE in Busan. We want to work with you to ensure Busan is really a step forward.
