  3. Who’s Eligible? Eligible Applicants 501(c)(3) nonprofit organizations Total Award Amount: $10.6 M $ 8.6 M AG Settlement Fund $2.0 M Maryland Housing Counseling Fund

Expectations of Housing Counseling Agencies Regular business hours at least 3 days per week for foreclosure clients Have regular management and oversight of program Oversight including agency performance of quantity of counseling. Compliance with National Industry Standards for Homeownership Education and Counseling HUD approval or plan to become HUD approved by 2013.
  5. Expectations of Housing Counselors Minimum Performance for Average FTE Counselor Average serves 200 per year (15-20) per month At minimum serve 60 clients per year (5 per month) Successfully complete 50 cases per year (Level 2) Work a minimum of 25 hours per week in foreclosure.

    PROPOSAL INFORMATION
  10. PROPOSED AREAS OF SERVICE & POPULATIONS SERVED: (15 points) List the Maryland jurisdictions you propose to serve. Describe the demographics of the client base you served last year through this program. If this is a new program, describe the demographics of the client base you anticipate serving through this program. Are you proposing to serve non-English speaking households? If so, describe your current capacity and experience for doing so. Are you proposing to serve special needs populations such as the elderly, veterans or the disabled? If so, describe your current capacity and experience for doing so.
  11. EXPERIENCE AND EXPERTISE: (25 points) Describe your organization’s mission and experience, highlighting the accomplishments of major programs, including those that relate to foreclosure prevention or other relevant consumer issues. Sections A-G Staff Chart
  12. CAPACITY TO ACCOMPLISH THE PROGRAM: Describe the program(s) for which you are seeking funding, including the types of counseling or consumer assistance you plan to offer. If this is a renewal or expansion of the program(s) you conducted in the last fiscal year, describe the level of outputs (activities or people served) and the outcomes achieved (the difference your program made for consumers served). List the key leadership, program staff and volunteers that will be engaged in the proposed program including a brief summary of their experience, education and training. Attach resumes for these key staff.
  13. CAPACITY TO ACCOMPLISH THE PROGRAM: Describe any new positions you propose to add to the program. What organizational assets do you have in place that will support a successful program (such as technology, Board leadership, volunteer networks, etc.)? How will the grant you are requesting leverage other grants from other sources? Over what period of time do you propose to offer these services?

IMPACT OF PROPOSED PROGRAM: (25 points) Clearly and succinctly list your Program Goals, including specific and realistic annual outputs (activities) and outcomes (impact) that you anticipate your program will accomplish annually How does this compare to what was accomplished in FY12? What are the key challenges to achieving these goals (besides full funding), and how will you address these challenges? What specific performance indicators/metrics will you track to evaluate progress toward your goals?

PARTNERSHIPS: (10 points) Describe how your organization utilizes partnerships to expand the reach and impact of your services: What organizations do you collaborate or partner with to serve homeowners and tenants affected by foreclosure and why? What additional organizations do you plan to partner with, if any, in order to strengthen the reach of your program?

  21. Section III. – Technology Request (No Points) Describe your proposed technology enhancement. Include details on the purpose of hardware, software and other technologies needed to implement the project. a. Describe how your proposed technology enhancement would improve the overall effectiveness of your assistance for Maryland consumers. b. Describe the extent to which the proposed technology enhancement will be used for foreclosure assistance and how much for other activities.

Section IV. – Post EMA Proposal Information Organizations who choose to participate in Post- EMA counseling are required to provide substantive counseling to assure that borrowers are aware of the obligations associated with EMA, and that they have a sustainable financial plan for transitioning away from the monthly assistance payments. Qualified organizations must provide: At least 1 one-on-one counseling session to include review of household budget, including calculation of back-end debt to income (DTI) ratio and development of a financial action plan. At least 1 session of financial literacy counseling (group or one-on-one) commensurate with standards under the Freddie Mac CreditSmart curriculum. Organizations will be paid a set fee of $300 per EMA client provided the full service.
  23. Section IV. – Post EMA Proposal Information (cont.) Please provide a summary of how you will serve POST EMA CLIENTS and a projection of the number of clients you think you can serve from July 1, 2012 – June 30, 2013. Please make sure to include your agency name at the top of the summary document and include a header labeled “Section 3- Post-EMA Strategy Proposal”

  25. Frequently Asked Questions Certificate of Good Standing is NOT needed – simply print from SDAT website to prove you are in Good Standing with Maryland. Board Resolution and Incumbency Certificate can be combined. Please be sure of amount is for 3 year period. Signatory must be listed as Officer Be sure to Fill in Resident Agent
