  1. Barangay Nutrition Scholarsin the Community Health Team Assistant Secretary of Health Maria-Bernardita T. Flores, CESO II Executive Director IV

  2. Legal basis “To strengthen the Barangay Nutrition Program, there shall be a project under the administration of the National Nutrition Council, which shall provide for one (1) barangay nutrition scholar in every barangay.” -- Section 1, PD 1569, 1978

  3. The BNS is . . . Barangay-based volunteer worker responsible for delivering nutrition services and other related activities such as: • Community health • Backyard food production • Environmental sanitation, • Culture • Mental feeding, and • Family planning to the barangay

  4. Deployment of BNSs

  5. Extent of involvement of BNSs in CHTs • Participation by area = 0 – 100% (very limited source*) • Average of 78% (very limited source*) * Based on reports from NCR, CAR, Region 7, Aklan, Antique, Ormoc City

  6. BNS Involvement in CHTs • Assist in the survey and profiling • Active case finding and follow-up of priority population groups (pregnant, infants, young children) among NHTS families for referral to appropriate health services • Nutrition education and counseling on infant and young child feeding; also advocacy on family planning • Distribution of vitamin A and other available micronutrient supplements • Weigh children monthly • Provide inputs for reports, assist in preparing reports

  7. Concerns raised by Aklan PHO • Positive results of involvement of those in the Nurse Deployment Program in training, monitoring and mentoring CHTs, mas natututukan • Need for some kind of checklist for midwives on prenatal care for each visit • The focus on NHTS leaves out other equally needy families in the community

  8. Thank you Visit, read, fb, watch, email, call NNC @ 2332 Chino Roces Ave Extension, Taguig City http://www.nnc.gov.ph https://www.facebook.com/nncofficial https://www.facebook.com/wastongnutrisyon http:///www.youtube.com/user/NNC1974 info@nnc.gov.ph Tel. (02)843-0142 Fax. 818-7398

  9. Eastern Samar – PNAO not involved, not all BNSs involved; • Tacloban – City Health initiated; in Tacloban (only those in coastal town) • Ormoc – mostly monitor the maternal programs, all BNSs trained on CHT, but fast turnover; functions on IYCF, also advocacy on family planning; given puroks

  10. Ormoc – but BNSs have many involvements – tapped by other government functionaries; name of potential outstanding CHT member, also involved in reporting, no incentive; • Aklan – CHT point person per province (supported by CHD); 60% of CHT partners are BNSs, id of children with problems on breastfeeding –refer mn to health center

  11. Aklan – not all workers in barangay member of CHT; Nurse Deployment Program – in charge of CHT mas natutunan, na-train ang new CHTs, more focus, regular meeting of NDPs, get honorarium (to be checked), potential bigger role – make them peer counselors on IYCF

  12. Antique – capture only NHTS so some clients can be left out; about 54% in CHTs – midwife selected recomendees, (640 total BNSs); tasks as team, masterlisting then profiling, make health plans, monitor health plans, pumuntaba? NDP monitors starting 2014– PHTL monitors, deployed contractuals from RO, region-paid contractual and NDP tutok in CHTs; Php 250/month

  13. Start-up fund ---not all used • Disconnect with health service at health center, health center not able • Need for standards on processes for prenatal care (for midwife) • Define roles of members of CHT –

  14. Some LGUs give Php 500 additional to CHT in Aklan • BNSs and PhilHealth membership???? • Cebu – knew from the regions; automaticePhilHealth coverage of barangay workers • RHM, BNS, BHW, prominent member in community, BSPO, DCWs- • Need checklist of to dos for visits, and what do

  15. R6, late 2010 – varied response – more negative than positive • R7, BNS who is also BHW gets involved in CHT; Cebu City, Bogo, Dumaguete, (BNS not involved • but can be part of CHT if BNS also BHW • Pregnancy tracking and IYCF – potential role of BNS

  16. No deliverable of BHWs -- • Why only NHTS? • Tasking of CHTs

  17. Work out PhilHealth for BNSs
