  2. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 I have the honor and pleasure to present the annual report of the activities organized in the African continent since the previous Annual General Meeting of CISM, which took place in Kampala, Republic of Uganda, on May 2012. Before beginning my presentation, let me speak on behalf of the African delegations and on my own behalf, all our recognition, our gratitude and appreciation to His Excellency Mr. UsiloBambangYudhoyono, President of the Republic of Indonesia, for giving permission to hold the 68th CISM General Assembly and Congress of 2013, in Jakarta, as well as to Indonesian Armed Forces for all measures taken to ensure a pleasant stay for participants to this assembly and the total success of our work.

  3. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 Acting in the framework of the values and the ideals of the CISM, the Organization of Military Sports in Africa managed thanks to the precious support of the Heads of state and African Governments and to the efforts of all the leaders of African delegations to realize several objectives which amount in the organization of local, regional and bilateral sporting events and the internships of preparation and training, under the aegis of the five (05) Liaison Offices for Africa. Indeed, having hosted the 67th CISM General Assembly and Congress in Kampala / Uganda from 13th to 19th May 2012, which was a resounding success by the decisions taken for the benefit of CISM future, and many activities and sporting events who succeeded it at the continental level and are summarized as follows:

  4. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 RETROSPECTIVE ON THE CONTINENTAL MILITARY SPORTS ACTIVITIES CISM ACTIVITIES WITHIN THE AFRICAN CONTINENT.

  5. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 1- 67th CISM General Assembly and Congress of Kampala / Uganda • The sporting event that marked the African Continent is the organization successfully by the CISM of the 67th CISM General Assembly and Congress Kampala / Uganda from 13th to 19th May 2012, which endorsed important decisions for the future of CISM.

  7. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 2-  CISM Day Run-2013  • In the framework of the celebration of the 65th CISM birthday, under the slogan " Friendship through Sport " the CISM Cross Day on 2013, "CISM Day Run-2013", organized through all African countries has been a total success that Algeria, alone, has recorded the participation of more than 405,000 riders, including 3000 women, representing various Commands of the Algerian Armed Forces (units - structures of training – directions and military administrations).

  9. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 3- Training Course of Coaches and Referees the CISM African Center of Regional Development in Nairobi/Kenya organize annually training courses for coaches and for referees /judges in Athletics and Boxing, in partnership with the International Federations and the African Confederations, with sucess and wich will contribute to the developement and the generalization of these two (02) olympics sports within the african continent. In this frame, the 4th training course of athletics coaches was organised from the 28th October to the 9th November 2012, with the best conditions of taking into charge on the pedagogical, technical and dietetics level.

  10. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 In this view, a referees / judges boxing training course is also envisaged from the 09th to 22nd June 2013 in the CISM African Centre of Regional Development, after having been the subject of several postponement for lack of designation of instructors by the African boxing Confederation.

  11. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 ACTIVITIES OF THE MILITARY SPORT ORGANIZATIONIN AFRICA • OSMA Elective General Assembly • Yaoundé / Cameroon from 26th to 30th September 2012. The works of this General Assembly were essentially based on the renewing of the organs of OSMA, especially the election, in a democratic climat, of the President for a second mandate of four (04) years as well as new members of the OSMA Board of Directors, namely  :

The re-election of the OSMA President for a second mandate of four (04) years unanimously by the African Chiefs of Delegations, reflects the will of the African countries representatives to promote continuity, stability and preserve the gains resulting from the dynamic committed to the development of Military Sport in Africa.

  13. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 COMPOSITION OF THE OSMA BOARD OF DIRECTORS ISSUED FROM THE ELECTIVE GENERAL ASSEMBLY HELD IN YAOUNDE/ CAMEROON FROM 26TH TO 30TH SEPTEMBRE 2012.

  14. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 This General Assembly also reviewed: The preparations progress for the organization of the 8th edition of Africa Military Football Cup ( CAMFOOT) in Abidjan / Ivory Coast from the 03rd to 16th December 2012; The Military Teams of the African countries having managed to be classified in 1 °, 2 °, 3 ° and 4 ° place at the end of the CAMFOOT / 2012 in Ivory Coast, will represent Africa in the Military Football World Cup, in Azerbaijan from the 02nd to 14th July 2013, with the automatic qualification of Algeria holder of the world title and Azerbaijan organizing country;

  15. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 • The adoption of the report of the OSMA Secretary General Activities 2012-2013; • The approval of the OSMA budgets, on 2013 and 2014; • The confirmation by the Republic of Congo of the organization on March, 2014 of the Basketball African Military Mixed Championship (Men and women) of (CAMBASKET BALL), with the Trophy of His Excellency Mister Denis Sissou NGUESSOU's, President of the Republic of Congo;

  16. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 • The confirmation by the Republic of Gambia of the organization in 2013 of the next meeting of the OSMA Board of Directors ; • The confirmation by the Republic of Tunisia of the organization of the 4th OSMA General Assembly on March 2014; • The Boxing African Military Championship in the Republic of Guinea, from November 23rd to December 03rd, 2013, with the Trophy of H.E Mister Yoweri Museveni's, President of the Republic of Uganda;

  17. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 • The 9th Edition of CAMFOOT of the Republic of Chad on December 2014 with Trophy of H.E BlaiseCompaore, President of the Republic of Burkina Faso; • The African Cross-Country Military Championship in Luanda/Angola from the 08th to the 13th November 2013, equipped with the Trophy of H.E Mr. José Edouardo Dos Santos, President of the Republic of Angola; • The African Judo Military Championship in Algeria in May 2014, with the Trophy of H.E Mr. Abdelaziz Bouteflika, President of People’s Democratic Republic of Algeria;

The official commitment undertaken by the applicant countries for the organization of these activities is the proof that we are on the right way and that the future of OSMA seems even more radiant and full with optimism, with the unfailing support of the African chiefs of state and their commitment to promote the activities of our organization.

  19. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 Outside the works of the OSMA Elective General Assembly, organized in Yaoundé / Cameroon from 26th to 30th September 2012, an official delegation representing the Organization of Military Sports in Africa, led by the President of the OSMA, General MEGUEDAD Benziane, was received, in audience by Sir the Minister to the presidency in charge with the Defense of the Republic of Cameroon and by the Secretary General of the Ministry of National Defense.

  20. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 • 8th Edition of the African Military Football Cup. The Organization of Military Sports in Africa organized with a ringing success from the 04th to 18th December 2012 in Abidjan in Republic of Ivory Coast, the 8th edition of the African Military Football Cup, with the Trophy of His Excellency Sir Blaise COMPAORE, President of the Republic of Burkina Faso and placed under the motto "Reconciliation". This Major African Military Sporting Events registered the participation of twelve ( 12 ) African Military Teams, namely: Angola, Burkina Faso, Cameroon, Ivory Coast, Egypt, Gambia, R. of Guinea, Kenya, Mali, Nigeria, Uganda and Zambia, with the cooperation of the CISM delegation consisted of Mister Olivier VERHELLE and of representatives of the Azerbaijan Delegation to CISM.

  22. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 The opening ceremony of this tournament, chaired by Mr. the Minister of State, Minister of Interior and Security, HamedBakayoko, representing the President of the Republic, His Excellency Mister AlassaneOuattara, was held on Wednesday, December 05th, 2012 at 2:00 pm, at the football stadium "Felix Houphouet-Boigny" in Abidjan, the presence of Mr. the Minister of Youth Development, Sports and Recreation, Alain Michel Lobognon, Deputy Minister of Defense Paul KoffiKoffi, the Chief of General Stuff of the Republican Forces of Ivory Coast, the Army Lieutenant General SoumailaBakayoko and its counterparts in the participating African countries, the President of the Organization of Military Sport in Africa, General MEGUEDAD Benziane, the guest of honor the President of the International Military Sports Council, representatives of the Diplomatic Corps, Officers of the Ivorian Army and Civil Sports Personalities of the host country.

  24. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 The final of this 8th CAMFOOT, which took place on Sunday, 16th December, 2012 at the football stadium "Felix Houphouet-Boigny" in Abidjan, was chaired by the Ivorian Prime Minister KablanDunkan, representing His Excellency the President of the Republic of Ivory Coast, with the presence of some members of his government, including the Minister of Defense, the Youth and Sports as well as several African Diplomats. The final of the military meeting which opposed the Cameroon team to its Malian counterpart, was won by the latter on a score of one (01) goal to nil (00). As for the classification match that pitted the Ivorian team to that of Kenya, it was won by the Ivory Coast at the end of the penalty shoot-outs resulted in a score (06 goals 05) in favor of the organizer country (Ivory Coast).

  25. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 A Beautiful Football Day Characterized by the Spirit of Friendship and Fair Play It should be noted that the 2012 CAMFOOT held in excellent technical and organizational conditions, has been widely publicized by the press, internet and audiovisuals aids of the host country, producing and distributing daily summaries of the results of the meetings.

  26. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 Thanks The OSMA strongly thanks our brother Colonel Hamad Kalkaba Malboum, CISM President for honoring us with his presence in Ivory Coast during the 8th CAMFOOT/2012. His presence has enhanced the opening ceremony and delivered a positive image of CISM in Ivory Coast and the special interest shown to the development of military sports and to promote peace and reconciliation in the world and Africa .

  27. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 Recognition and Gratitude I would also like to express my recognition and gratitude to the Civil and Military Authorities of the Republic of Ivory Coast in particular His Excellency Alassane OUATTARA, President of the Republic, the Prime Minister and Misters, the Minister of Defense, Minister of Interior and Mr. the chief of stuff of Republican Forces, for hosting and supporting the organization of the 8th CAMFOOT.

  28. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 • It should be noted that during the 8th CAMFOOT in Abidjan, Ivory Coast, the President of OSMA, General Dr. MEGUEDAD Benziane was solemnly decorated, on behalf of His Excellency the President of the Republic of Côte d'Ivoire, by the Medal of the National Order of Merit by the Prime Minister and Head of Government, Mr. Kablan Duncan. • From his side, the President of OSMA decorated solemnly several political and military authorities of the host country, in particular • His Excellency AlassaneOuattara, President of the Republic of Ivory Coast, Supreme Chief of the Armed Forces, Minister of National Defense Forces, by the highest award for military sports "Grand Cordon of the OSMA."

  29. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 • The Ivorian Prime Minister, Kablan Duncan, the Medal of Merit of OSM “commander"; • Mr .the Minister of State, Minister of Interior and Security, Hamed Bakayoko, the Medal of Merit of OSMA "Grand Officer"; •  Mr. the Minister of State, Minister of Foreign Affairs, Charles Koffi Diby, Medal of Merit of OSMA "Grand Officer“; • Mr. the Minister to the President of the Republic in charge of Defense Paul Koffi Koffi, the Medal of Merit of OSMA "Grand Officer"; • Mr. the Minister of Youth Promotion, Sports and Recreation, Alain Michel Lobognon, the Medal of Merit of OSMA "Grand Officer"; • Mr. the Chief of General Stuff of Republican Forces of Ivory Coast, the Lieutenant General Soumaila Bakayoko, the Medal of Merit of OSMA "Grand Officer“; • Ms, the Director of Health and Sports and Military Sports former head of the delegation of Ivory Coast to CISM, the Medal of Merit of OSMA "Officer" and other Military Officials and Athletes, the medal of Merit of OSMA "Grand Knight and Knight"

  30. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 I would like also to reiterate my cordial congratulations to the African Military Teams of (Mali, Cameroun, Ivory Coast and Kenya), for their deserved qualification to the 1st Football Military World Trophy which will take place in Azerbaijan from the 02nd to the 14th July 2013, as well as Algeria the holder of the Football Military World Cup edition 2011.

  31. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 2nd Edition of the Military African Games Because of the particular events arisen in Nigeria, the High Military Authorities of this country apologized, by official letter, for not being able to insure immediately the organization of the 2nd Edition of the Military African Games. However, South Africa posted its availability for the organization of these games and these contacts are still going to get an agreement of the High Military Authorities of this country to concretize this OSMA Major Military Sports Activities.

  32. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 • Common Training Courses Under the motto "Friendship through Sport" the Algerian and Tunisian delegations to OSMA and CISM continue cooperation activities in the field of sporting exchanges and have organized in 2012 eight (08) common training courses in common (Boxing, Associated Wrestling, Judo and taekwondo), and agreed to organize during the year 2013 ten (10) training courses in common in the fields of military pentathlon, Athletics, Boxing, Associated Wrestling and Taekwondo.

  33. 68th CISM General Assembly and Congress Jakarta / Indonesia-May 2013 ACTIVITIES OF LIAISON OFFICES FOR AFRIQUE. The five (05) Liaison Offices in Africa regularly hold their annual meetings, from which military sports schedules of each office are established and fulfilled through the organization of competitions, tournaments, sports exchanges and common training courses.

  35. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 The OSMA is providing intense efforts to further consolidate its structures, to develop its activities, ensure its representation within the organs of the African Union, in particular the Council of Sports Ministers, and perpetuate its noble values ​​of friendship , tolerance and understanding, to achieve our motto "Friendship through Sport.“ The OSMA is in a decisive period of its evolution, through the installation of a long-term strategy over the period 2013-2020. This long-term sporting policy constitutes actually the compass which will permit to our organization to carry out its future vision and to realize the objectives that it set, namely:

  36. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 • To represent the common vision and the objectives of Africa in the field of military sports for the period 2013 – 2020 and the challenges which the Member States must face to achieve these goals; • To make sure so that the African Military Sportsmen are recognized on the International Sporting Arena for the excellence they show in the National and International Military Competitions; • To take care that the African Military Sportsmen acquire a large sporting experience assured by a qualified sporting framing; • To support the best dealt with of the African Military Sportsmen, with a greater participation in the National and International Programmed Sports Activities; • To improve the communication and collaboration with the National and International Sporting Organizations;

  37. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 • To support the radiation of the Member States of the OSMA on the International Sporting Scene; • To exhort the people in charge of the military sports to reinforce the regular and formal communication with their Confederations, Federations, National Respective Sporting Organizations and on questions related to the field of sport; • To promote military sporting activity programs which will meet the needs of all the Military Sportsmen; • To make sure so that the African Military Sportsmen can profit from the adequate programs of sporting preparation;

  38. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 • Insure on the African level, trainers' training, coaches and referees in the various sports in association with Federations and National and International Sports Authorities. • To create a Web site for OSMA in order to ensure in real time a broad diffusion of information related to the activities of our organization such as the reception of invitations and other documents and publications of OSMA, as well as making known the OSMA to the large public. .

  39. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 • Promote programs of military sports mass activities, which will meet the needs of all the Military Sportsmen, just like what is made in Algeria where Armed forces organize among others, annually, since 2006, several cross mass, in particular the 7th edition of the Half Marathon (21 km) of the People's National Army, with a record participation of 10.000 runners (man and woman), a number which does not stop increasing year by year. • In this context, it is suggested to all the African countries organizing such a sports event to boost the mass sporting practice within the Armed Forces, by being inspired by the Algerian experience.

  41. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 OTHER ACTIVITIES OF THE CISM PRESIDENT FOR AFRICA. • In his capacity as President of the Arab Union of Military Sport, the CISM President for Africa chaired: • The meetings of the Executive Office and Committees of the Arab Union of Military Sport of the Arab League in Beirut, Lebanon from 2nd to 7th September 2012, • The work of the 28th General Assembly of the Arab Union of Military Sport (UASM) of the Arab League, in Amman, Jordan from 1st to 8th February 2013.

  44. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 African Candidature to the Post of CISM Secretary General On another side, I would like to benefit from this solemn occasion, to announce to you that the Republic of Guinea has presented officially the candidature of Colonel Dorah-Mamby Koïta, at the post of Secretary General of the International Military Sports Council. I would like, on behalf of the family of OSMA and on my personal behalf to pay an homage to the outgoing CISM Secretary General, Colonel Alexandre Morisod for the excellent work done during his mandate and the active contribution to the development of CISM, wishing him more success in his future plans.

  45. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 African Candidature to the Post of Member of the CISM Board of Directors for Africa • Two (02) African candidates were also presented for the position of member of the CISM Board of Directors. These are: • Colonel Bernard JUMA (Burundi); • Brigadier Philip LaibonLepakio (Kenya). • As for the application of the Ship Captain MounirAbichou (Tunisia), it has been rejected because the request was made on March 8th , 2013 to the CISM General Secretariat, exceeding the set date of deposits candidatures shall be on February 15th , 2013.

  46. 68th CISM General Assembly and Congress Jakarta/ Indonesia– May 2013 Finally, let me on behalf of all the Chiefs of Delegations and African Delegates and on my personal behalf to reiterate my sincere thanks to His Excellency UsiloBambangYudhoyonole, President of the Republic of Indonesia, and the High Indonesian Military and Civil Authorities, by wishing success to our General Assembly and more achievements for our Military Sports Organization.
