  3. Paperless Initiative Timely/accurate COOP data collection: • Integrity of Climate Record • NWS operations • NIDIS • HCN-M Example of potential improvements that can be made in NWS products related to NIDIS based upon more timely receipt of COOP data.

  4. Paperless Initiative Background • Based on regionally developed projects • SR: IVROCS • CR: WxCoder • Current systems receive data from ~3,000 observers per day • Lacked national resource support • Enhancements meet national needs • Support • NCDC • WR RCC

Paperless Initiative Solution • Wxcoder operates at WRCC with NCDC support - backup at other RCCs • IVROCS operates at NWS SR – operations backed up in CR • Shared metadata • SR pulls daily CSSA change log and shares with WRCC • No PII included in transmission • Communications via Sat Broadcast Network and Gateway • Secure data transmission • Shared database • Synchronized every ~5 minutes via Gateway • Redundant data backup at 5 other RCCs and at NWS CR and SR

Paperless Initiative Solution • NWS policy changes • Electronic good for climate • Encourages existing users to switch • New COOP observers use paperless with exceptions • Training • observer before they decide to switch • field to train the observer • training in system use • Funding • wxCODER – FY 07 from Sustain COOP – FY 08 & beyond NCDC • IVROCS – transition and beyond paid out of Sustain COOP

Paperless Initiative Status • Wxcoder • Field test of wxCODER III system: February 2007 • Operational late Fall 2007 • Database synchronization with IVROCS summer 2007 • IVROCS • HW & SW completed summer 2007 • CR operating as backup summer 2007 • Policy: modsexpected imminently • Training: available prior to operations forfield and observer
