  2. ORGANISATION The presidency is decided by the European council for periods of 6 months. The members consists of the ministers from the Member States(27).

  3. FUNCTION • The institutions are governed by the member states. • The council defends common foreign and security policy. • This institution passes laws.

  4. POWERS • They pass laws jointly with the EU parliament. • Aproves the budget of the parliament. • They make agreements with other institutions.
