RAH Day 36 Enduring Understanding(s) • Although George Bush and the U.S. successfully navigated a post-Cold War world, at home Bush’s moderate stance on economic policies led to his failure to be reelected. Essential Questions • What did the election of 1988, specifically the policies of Dukakis and Bush, show about the American electorate? • How did the splintering of the Soviet Union affect U.S. relationships with the Soviet Union, South America, and South Africa? • Describe the arguments for and against the Persian Gulf War debated in Congress • What economic problems did GHWB inherit from Reagan? How did he deal with them? Were his actions effective?

Persian Gulf War Timeline • 1990 • Aug 2 –Iraq invades Kuwait and threatens Saudi Arabia • Aug -US troop build-up in Saudi Arabia • Sep-Baker, Bush and Powell travel the world to build support for military intervention • Oct-US pushes the UN to place sanctions on Iraq –hurt Iraq economically if it did not pull out of Kuwait • Nov -UN Security Council passes a use of force resolution to push Iraq to leave Kuwait. • Dec –Saddam Hussein‟s Iraq remains defiant • 1991–Jan –Congress debates and narrowly passes a use of force resolution –US and allies have total of 690,000 troops in Saudi and surrounding countries ready to go • Feb 16 –bombing campaign begins on Iraqi forces in Kuwait • Feb 23 –27 –US-led forces crush Iraqi positions and push Iraqi forces half-way to Baghdad

Domestic Issues –1989-1992 • Issue 1 –federal budget deficit • Signed into law a $133 billion tax increase, mostly on the wealthy and “sinner” • Issue 2–Stagnant Economy • the economy had entered recession • Did very little aside from a tax increase to address the growing budget deficit. • Issue 3–environment • continued pollution, oil spills, habitat loss, over-logging • Signed into law a new Clean Air Act that had modest goals to reduce carbon and other greenhouse gas emissions. • Otherwise sided with business • Issue 4 –unemployment • Did very little –even opposed extending unemployment benefits
