Continuing cooperation on IMT standardization • Issues Discussed: • Presentation of the Status of ITU-R IMT Studies (gsc12_open_18) • Presentation of TTA Standardization Status on B3G and WiBro (M-WiMAX) (gsc12_open_29) • Presentation from ETSI on Continuing Co-operation on IMT Standardization - on the way to IMT Advanced - System Architecture Evolution (SAE) and Long-Term Evolution (LTE)(gsc12_open_41) • Presentation of Evolution of TD-SCDMA Standard from CCSA(gsc12_open_49) • Presentation of ARIB Activities on IMT-2000 and IMT-Advanced(gsc12_open_17) • The existing joint resolution on IMT Standardization was discussed and a drafting group was assigned to the revision (GSC-11/01) • Main Outcome: • Activities on enhancement of IMT-2000 and Systems Beyond IMT-200 were active in ITU and in each PSO • Standardization activities on systems beyond IMT-2000 were updated in ITU-R WP8F • Revised Resolution on Continuing Cooperation on IMT Standardization will be submitted to the closing plenary for approval (gsc12_closing_xx) • Maintained as HIS for GSC-13; ARIB remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

Emergency Communications (1) • Issues Discussed: • Presentation of Summary of ITU-T Standardization Activities in Emergency Communications (gsc12_open_19) • Presentation of ITU Activities in Disaster Management (gsc12_open_20) • Presentation of ETSI Emergency Communications Activities (gsc12_open_36) • Presentation of ATIS Emergency Communications Standards (gsc12_open_43) • Presentation for information from TIA on the NSTAC Report on Emergency Communications and Interoperability (gsc12_open_50) • Presentation of TIA Standards Development for Emergency Communications (gsc12_open_57) • Presentation of TIA Emergency Communications Activities Supporting Wireless Alerts (gsc12_open_59) • Presentation for information from TIA Regarding the Executive Order on Public Alert and Warning (gsc12_open_61) "Standardization : The Bridge towards Ubiquitous World"

Emergency Communications (2) • Main Outcome: • There is a large quantity of ongoing work being done in this area across SDOs, and there is no need to revise the Resolution out of the Opening Plenary (see slides on Security and LI) • There may be interest in drafting an update to the Resolution (GSC-11/02) as a result of discussions in GRSC5. • Maintained as HIS for GSC-13; TIA remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

Security and Lawful Interception • Issues Discussed: • Presentation of ETSI ICT Product Proofing Against Crime (gsc12_open_37) • Presentation of ETSI Activities on Lawful Intercept (gsc12_open_38) • Presentation of ATIS Activities in Lawful Intercept and LAES (gsc12_open_44) • Presentation for information from TIA regarding the ANSI Homeland Security Standards Panel (gsc12_open_65) • Presentation for information from TIA regarding the ANSI Identity Theft Prevention and Identity Management Standards Panel (gsc12_open_66) • Presentation of a TIA Update on Lawful Intercept Activities (gsc12_open_58) • Presentation for information from TIA regarding the Department of Justice CALEA Petition (gsc12_open_51) • Main Outcome: • Existing Cooperation on LI is working well • There may be interest in drafting a Resolution or including a reference in the Communiqué on Emergency Communications and/or Lawful Intercept to be presented to the Closing Plenary • Maintained as HIS for GSC-13; TIA remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

  9. IP over Broadband Access • Issues Discussed: • Presentation of ATIS Activities in IP over Broadband Access (gsc12_open_45) • Presentation of TTA on the Requirements for Broadband Access to Facilitate Convergence (gsc12_open_30) • Main Outcome: • It was noted this HIS may be fully covered in the GTSC and GRSC meetings and under current Resolutions. • Fruitful discussion occurred regarding the need for this topic as an HIS in the Opening Plenary, and this topic will be further discussed in the GTSC and GRSC Meetings. It was noted that the meeting reports could contain the results of any such discussions without the generation of a Resolution. • The existing Resolution on IP over Broadband Access was discussed and a it was noted that the there may be a revision submitted as a result of discussion in GTSC and GRSC (GSC-11/20) • Maintained as HIS for GSC-13; TTA remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

  10. Fora and Consortia • Issues Discussed: • Presentation by TTC of a Report on the CJK Joint Survey on Fora (gsc12_open_52) • Main Outcome: • CJK agreed to continue the joint survey with the convener elected in a rotated manner based on the AHGF membership • Some possible inconsistencies may be addressed prior to the presentation to GSC-13 • A written report of the background of the report will be made available to the participants of GSC-12 • Maintained as HIS for GSC-13; TTC remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

  11. Networked RFID • Issues Discussed: • Presentation of ITU-T Status Report on Standardization of Network Aspects of Identification Systems, Including RFID (gsc12_open_21R1) • Presentation of Activities in ETSI on Networked RFID (gsc12_open_39R1) • Presentation by TTC of the Requirement for Networked ID Standardization and Impact of Active RFID (gsc12_open_54) • Presentation of TTA Standardization Activities on Networked RFID (gsc12_open_32) • Presentation from TTA on USN Standardization Activities (gsc12_open_33) • Main Outcome: • The need for global collaboration and SDO co-operation was stressed • A drafting group was assigned to draft a new Resolution on the topic of Networked RFID in cooperation with GTSC • Maintained as HIS for GSC-13; TIA remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

  12. Open Standards • Issues Discussed: • Presentation by ETSI on Open Standards (gsc12_open_42) • Main Outcome: • GSC-12 was invited to note that there has been no further work on this item and the PPSO proposed to close this HIS • The Resolution from GSC-11 was reaffirmed without edits (GSC-11/04) • Open Standards will no longer be a HIS "Standardization : The Bridge towards Ubiquitous World"

  13. Healthcare ICT • Issues Discussed: • Presentation of ETSI eHealth Activities (gsc12_open_40) • Presentation for information from TIA regarding the ANSI Healthcare Information Technology Standards Panel (gsc12_open_67) • Presentation from ISACC Regarding Healthcare ICT Standards (gsc12_open_27) • Presentation noted from ISACC Regarding Healthcare Standards Harmonization in the USA (gsc12_open_28) • Main Outcome: • Organizations with interest in this subject should continue to study the ongoing efforts addressed in the presentations • The current version of this Resolution (GSC-11/05) will be addressed by a drafting group • Maintained as HIS for GSC-13; ISACC remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

IPTV • Issues Discussed: • Presentation of ITU-T IPTV Global Solution (gsc12_open_22) • Presentation of IPTV Standardization Status in TTA and Further Considerations (gsc12_open_34) • Presentation of ETSI IPTV Convergence (gsc12_open_35) • Presentation of IPTV Standardizations Activities at CCSA (gsc12_open_48) • Presentation of IPTV Standardization in TTC (gsc12_open_53) • Presentation of ATIS PPSO IPTV Activities (gsc12_open_46) • Main Outcome: • There has been significant collaboration to this point on this subject, and this collaboration has been very successful in driving this work forward • It was noted that collaboration should be maintained between all SDOs and the ITU-T, and the current work programs should be continued • The current version of this resolution (GSC-11/06) will be addressed by a drafting group for revision • Maintained as HIS for GSC-13; ATIS remains Prime PSO "Standardization : The Bridge towards Ubiquitous World"

  15. Intelligent Transportation Systems • Issues Discussed: • Presentation on ITU-T Activities on ICT and Cars (gsc12_open_24) • Presentation on ITU-R ITS Activities (gsc12_open_25) • Presentation on the GSC ITS Task Force Report (gsc12_open_26) • Presentation on TIA ITS Communications Efforts (gsc12_open_60) -- briefly noted and will be addressed in GRSC5 • Main Outcome: • The ITS Task Force proposes that GSC endorse the continuation of the ITS Task Force hosted by ITU-T APSC TELEMOV • The TF requests that participating standards organizations review their national/regional activities in each of the topic areas noted in gsc12_open_26 and report on progress at the next GSC meeting • No need for a Resolution on this topic to be addressed in the Opening Plenary, since a Resolution and the formation of a drafting group may be addressed further in GRSC • It was noted that several other documents have been submitted on this subject to the GRSC, and the importance of this topic was noted • Identified as HIS in GRSC "Standardization : The Bridge towards Ubiquitous World"

Liaison and Collaboration amongst GSC organizations • Issues Discussed: • ITU Proposal to Share Events Information (gsc12_open_23) • Main Outcome: • Discussion occurred regarding what the specifics of this proposed plan would include • It was agreed that this topic would continue to be discussed and re-addressed at the Closing Plenary • It is possible that a Resolution on this matter will be drafted "Standardization : The Bridge towards Ubiquitous World"

Other Topics • Issues Discussed • Presentation from TTA on Global Collaboration for Identity Standards (gsc12_open_31) • Presentation from TTA on Review of USN Standardizations Activities (gsc12_open_33a1) • Presentation from CCSA on Developed Status of Optical Transport Network in China (gsc12_open_47) • Main Outcome: • A drafting group may be organized to address a potential Resolution on the subject of Identity Management "Standardization : The Bridge towards Ubiquitous World"
