  2. Whatis the model act? • Model domesticlaw to beadopted by the national legislature • Based on the internationallyacceptedrecommendations of the IDRL Guidelines • Meant to applyonly to non-conflictdisasters

  3. Why a model act? • In order to implement the IDRL Guidelines, some states will require new legislation • Many requests from governments and National Societies for model language • While model acts have many drawbacks, they can be a good starting point for discussion

  5. Pilot version • The currenttext of the model act and commentaryis a pilot version. Commentsstillbeinginvited. • The pilot version waslaunched at the 31st International Conference of the Red Cross and Red Crescent. • Resolution 7 of the International Conferencewelcomed the effort to develop the act.
