The mission of the University of Arkansas for Medical Sciences (UAMS) Office of Research and Sponsored Programs (ORSP) is to provide support for UAMS faculty in the acquisition, performance, and administration of projects and programs funded by extramural sources. Mission Statement
Review and approve all proposals sent to sponsors to ensure that proposals are in compliance with federal, state, and institutional policies as well as sponsor requirements. • Negotiate the terms and conditions of all awards with a primary focus on protecting the rights of the investigator and the University. • Serve as the primary liaison between the investigator and the sponsor regarding budgetary and administrative issues. • Draft and negotiate subcontracts to other universities and entities. ORSP’s primary responsibilities are to:
Change in scope of work • Pre-award costs (more than 90 days prior to the effective date of a new or competing continuation award) • Change in key personnel • Change in grantee organization (transfer) • Additional or supplemental funding • Changes to award terms and conditions or undertaking any activities disapproved or restricted as a term of award • Extension of final budget period of a project period (no-cost extensions) • Transferring performance of substantive programmatic work to a third party ORSP facilitates requests for…
Eligibility criteria – UAMS is not a 501(c)(3) • Compliance with agency guidelines • Budget computed correctly with indirect costs • Cost Share - Will all the costs be covered by the budget? • Appearance of application – Correct margins, fonts, etc… • Compliance checklist - • Humans (IRB) - Biosafety • Animals (IACUC) - Radiation Safety • Financial Conflict of Interest Form (PI/Key Personnel) • Memorandum of Understanding for UAMS/VA Appts. • Space and Facilities • Other Support – Time & effort cannot exceed 12 calendar months Application Review
IRB Approval: No human research without this approval. IACUC Approval: This approval is required prior to the award being release for account setup. Radiation Safety/Biosafety: Approval Letter(s) from Occupational Health & Safety will need to be on file. Financial Conflict of Interest Form for PI/Key Personnel: Must be in a “review complete” state at this phase. UAMS/VA Joint Appointment: A signed memorandum of understanding is required for all joint appointment personnel. Regulatory Compliance at Award Phase
Legal review of grant agreements, subawards and other contracts is required before these documents are executed. Legal review is completed by attorneys in the Research Support Center. ORSP staff coordinate with RSC staff. Only the UAMS authorized signatories are allowed to execute agreements. Legal Review
Reports are available upon requests. These reports include information such as… • Awards received total • Grants submitted total Fiscal Year Report – Provided to the Vice Chancellor of Research. We are located on the first floor of the Biomedical Research Center, Room 102. Our office hours are 8 a.m.-5 p.m. Monday through Friday. Closed during UAMS holidays.
