  2. Overview • The goal of the presentation is to inform existing and potential CoC program grantees about the 2012 CoC Program community application process. • The presentation will provide steps grantees can take to prepare for the application process and community prioritizing process.

  3. The Continuum of Care (CoC) • Each year, the United States Department of Housing and Urban Development (HUD) solicits applications from communities to address the needs of those experiencing homelessness. • This process, known as the Continuum of Care (CoC) Program, facilitates the community grantmaking process that provided over $3 million to the Richmond region to address homelessness. • Homeward serves as the HUD recognized lead agency/Collaborative Applicant for the community, and it manages the CoC grant application process for the Greater Richmond continuum. • The continuum includes the following localities: the city of Richmond, and the counties of Chesterfield, Hanover, Henrico, Powhatan, Goochland, New Kent and Charles City.

Our Local Process • HUD requires communities to establish a local process for awarding the funds to service providers. • In Richmond, Homeward administers the local process. • Agencies apply for local funds • Homeward convenes a review panel that reviews, prioritizes, and ratifies applications. • Homeward submits the community and agency applications to HUD for approval.
