  2. Article 10: Compensation No ongoing salary increase for 2010-11. Discuss a possible “one time” increase to help offset increased employee out of pocket medical costs. Rationale: Current State and District budget constraints do not allow for any ongoing compensation increases. Article 10: Appendix A Modify existing salary schedules to address the District’s needs for non-traditional certificated staff, i.e., CTE teachers, nurses, etc. Rationale: Current salary schedules are not applicable to the education and experience levels of some positions. Article 10: Compensation Modify Article 10.6.1 to enhance retirement bonus to potentially increase the number of certificated retirees effective June 2012 Rationale: The District projects declining enrollment and declining revenues.   5. Article 7: Hours of Employment Include North State and the Shasta Learning Center in the split schedule stipend exemption. Rationale: Currently a split schedule stipend exemption exists between Pioneer HS and Shasta HS. This proposal adds North State and SLC to the exemption.   6. Article 7: Hours of Employment Eliminate Article 7.1 defining the school day for students. Rationale: As the contract applies to employees, the definition of the school day for students is not applicable herein. Fiscal Responsibility Shasta Secondary Education Association

  7. Article 12: Evaluation Procedures Evaluation procedures for counselors are not currently addressed in the contract and need to be added to various parts of Article 12. Rationale: To bring the contract in alignment with current practice. Curricular and Instructional Integrity Shasta Secondary Education Association

  8. School Calendar Shift from releasing students early (minimum days) to starting school late two to three times per month for staff development and collaboration time. Update the rolling 3 year calendar to include 2013-14. Rationale: Experience shows staff development activities can be delivered better in smaller groups on a more frequent basis.   10. Article 5: Evaluations Modify the current evaluation language to reflect the diverse classifications represented by ESP. Develop language and procedures which meet the needs of all classifications. Rationale: Having evaluation language and tools which meets the needs of the employer and employee will assist in providing clear communication and essentially improved job performance.   11. Article 6.4: Hours of Employment Clarify rest period and meal period language for employees. Reference labor code to align current contract language. Rationale: The current language is unclear on the amount of compensated and/or uncompensated rest periods. Modify this language to reflect that recommended by Labor Code.   12. Article 10.1.2: Hiring, Promotions and Transfers Currently the language allows for a position to be increased in hours without requiring a posting for the position. Modify language to require a posting for additional hours to be added to a position. Rationale: Provide for documentation on any increase in hours or positions with approval by management. School Calendar Update the rolling 3 year calendar to include 2013-14 Rationale: A three (3) year traditional calendar allows the District to more consistently project ADA revenues and attendance rates at all school sites.   16. Article 15: Temporary Short Term Assignments Often times the District has a need to fill a short term vacancy. There has been confusion as to the interpretation of the current language and how such a need can be filled. It is the intent to clarify the language to provide for such positions to be hired.
