  7. Commercial Aspect • Bulk Selling Scheme • Maynilad to install water meter on the supply line to be charged to the customer • Supply water thru a bulk selling using a semi-business rate • Maynilad normally apply semi-business rate to residential subdivisions only

  8. Commercial Aspect • Bulk Selling Scheme • In our proposed billing, Maynilad will charge BF Resort using semi-business rate. • BF Resort can opt to sell it using Maynilad residential and commercial rate.

These are the FACTS … FACT # 1 • ALL BF Villages are deemed “gated” communities • This classification excludes BF Villages from Maynilad’s CAPEX • (capital expenditure), as per MWSS Regulatory Office • As a “gated” community, BFRV has these options • Bulk Purchase of Maynilad’s water using existing pipelines • Individual Metering – “new” pipe-laying costs to be • shouldered by the homeowners / subscribers B.F. Resort Village Homeowners Association, Inc. / Committee on Water

  14. These are the FACTS … FACT # 2 • The entry of Maynilad into BFRV is possible, via • Turnover of the open spaces of the Village (including roads) to the LP City Government, based on PD 1216 B.F. Resort Village Homeowners Association, Inc. / Committee on Water

These are the FACTS … FACT # 3 • The entry of Maynilad into BFRV is possible, via • Turnover of the existing water system by BF Waterworks, via a pay-off scheme • Maynilad is no longer willing to buy the right of way from BF Waterworks, as was the case in the LP part of BF Paranaque • Maynilad is only willing to “advance” the turnover cost of the water system to the BFRV homeowners through the BFRV-HAI • This turnover cost shall be amortized by the BFRV homeowners over a period of five (5) years, or 60 months B.F.   16. These are the FACTS … FACT # 4 • The entry of Maynilad into BFRV is possible, via • Legal means, through • “Expropriation” by MWSS • Foreclosure of BF Homes, Inc. open spaces (including roads), by the LP City Government B.F. Resort Village Homeowners Association, Inc. / Committee on Water

  18. These are Our OPTIONS … OPTION # 1 • Maynilad Water to help BFRV to buy the right of way from BF Waterworks, at no cost to BFRV-HAI • Probability : Low B.F. Resort Village Homeowners Association, Inc. / Committee on Water

These are Our OPTIONS … OPTION # 2 • “Expropriation” • MWSS to expropriate the water system of BF Waterworks • Effects • Homeowners will continue to bear amortization costs of the expropriation • The amount of expropriation will be based on the issue of “just compensation”  if the court decides on a high compensation, then homeowners will also pay for a higher amortization • Long Term B.F. Resort Village Homeowners Association, Inc. / Committee on Water

These are Our OPTIONS … OPTION # 3 • Foreclosure of the BF Homes, Inc. open spaces by the LP City Government, resulting to an auction process • Effects • The auction process will be long and tedious • After auction, it will still be subject to a “one (1) year redemption period” B.F.
