  2. FUND THE FOUNDATION FIRST!

  3. Help Children • Funding should be based on per pupil distribution in K-12, postsecondary and higher education. • Alabama should recognize its core obligation and priority to fund the minimum, basic K-12 Education Foundation Program.

  4. Support Instruction • State dollars for programs should be appropriated to local school systems that are best suited to determine how those funds should be used for teaching and learning. • OCE should be funded at actual operational expenditures for salaries and benefits of support workers as well as the cost of fixed expenses such as insurance, electricity, and other utilities • The legally required 1% salary adjustment to cover actual certified employee costs should be included in the budget (ACT 97-238) • Current units should be funded at actual costs of salary and benefits

  5. Support Policy Positions • Deleted • Formation of School Systems (addressed as local control) • Healthcare Costs • New Initiatives (addressed under Oppose Policy Positions) • Nutrition and Wellness • Teacher Tenure and Fair Dismissal

  6. Oppose Policy Positions • Modified Charter School Position • CHARTER SCHOOLS—SSA opposes the creation of any publicly funded schools that are not authorized by and under the direct jurisdiction of the local school board.

  7. Oppose Policy Positions-NEW • MERIT PAY—SSA opposes any state initiative that awards or singles out individuals for performance or merit pay. • OPEN ENROLLMENT/INTER-DISTRICT TRANSFERS—SSA opposes any legislation that removes control of the implementation policies from the local board of education. • VOUCHERS —SSA opposes the use of any state funds for vouchers for private education institutions..
