Common Assessment Framework (CAF) • Published April 2006 after trialling • A standardised early assessment of a child or young person’s needs across all services that is: • child or young person centred and completed with them (and their family) • holistic: covering the range of educational, health, social care, behavioural and family issues, looking at strengths as well as need • evidence-based • used by and shared across all services with consent • A process that may lead to specialist assessment

Lead Professional Role (LP) • The lead professional is a single practitioner who can help children who require an integrated package of support • It is not a new job title or new role, but a set of functions essential to delivering integrated support. These are to: • be a single point of contact • co-ordinate services • reduce overlap and inconsistency • The lead professional is not responsible or accountable for other people’s work • Guidance published April 2006 after trialling

CAF / Lead Professional next steps • National roll-out April 2006 – March 2008 • Planned reviews of CAF in light of experience April 07, April 08 • Independent evaluation of implementation and impact of CAF/LP 2007 • Develop and implement IT support strategy for CAF 2006-2008 • Launch pilots of the budget-holding lead professional June 06 • Staged evaluation of budget-holding lead professional pilots Dec 06, June 07, March 08 • Review experience of CAF/LP/budget-holding as part of Comprehensive Spending Review 2007

Information Sharing (IS) Index • A tool to enable practitioners to identify and contact one another easily and quickly, so they can share relevant information about children who need services • The design and development are being shaped by: • Public, cross-government and stakeholder consultations • Trials within ‘trailblazer’ local authorities
