Project Steps: Collection of Assets • Collection of Assets • Data will be entered through web interface • Regions will collect assets in their area • Universities will be responsible for entering their assets • State departments will be responsible for entering their assets, guidance provided by Catalyst Connection • Catalyst Connection to “clean up” data and produce “snapshot” directory • Catalyst Connection will consult with regions to development plan for “Best Practices” and conduct pilot study • Wendt & Associates to convert database to searchable, web-based resource on PA STEM site • Final Report Due June 2009

What is an asset? • An asset is a resource that is or can be mobilized toward one or more of the goals of the PA STEM Initiative: • Increase the number and diversity of PA residents and workers with high quality STEM education and training, with particular attention to increasing the number of women, minorities, the disabled, and persons from other under-represented groups; • Ensure that all graduates from Pennsylvania's high schools are proficient in STEM content areas; • Increase the number of well prepared STEM teachers working in Pennsylvania's P‐20 educational institutions; • Secure broad public support for STEM education as a priority for the Commonwealth's citizens.

Asset Mapping as Asset Building • The process of mapping assets allows regions and other stakeholders to: • Identify potential assets that had been “hidden”; illuminate new possibilities • Build a sense of investment in the STEM initiative among all stakeholders, regardless of institutional size or prominence • Provide new partners with a tangible way to contribute to collaboration • Develop a STEM strategy based on demonstrated local strengths

Phase III: Development/Piloting of Best Practice/Effectiveness Schema • Literature search & review of previous efforts [Completed] • Catalyst Connection, with regional partners, will develop list of criteria by which to evaluate assets • Catalyst Connection & regional partners will pilot process for evaluating assets • Respondents will provide feedback on process

Literature Review: “Best” or “Effective” Practices • Literature provides limited guidance • To identify a best practice “focus on proven sources of best practices” • Quantitative data may be objective but lack the depth needed to elucidate how or why a program works • Qualitative data can enhance understanding, but are considered less objective • BEST Commission Study: Out of 200 nominated programs form throughout the US, 34 were deemed promising enough for examination using their evaluation protocol, only 2 were included at least 2 studies of acceptable rigor.
