Presentation and discussionWeakness of the membership 2/3 • Different level of develop in each NNs • Differences between the NNs: • Strategic (is it a strategic choice or a necessity to work with paid staff or to keep a voluntary priority?) • Cultural (each NN is influenced by its own national political culture, rather than European culture) • Economic (each NN receives funding from several sources) After all we don’t really know each other that well, just acquainted.   4. What does not mean membership? Key questions 3/3 • This is the question, but other questions are open: Membership is not based on personal relationship, even if an organization is based also on personal relationship; How prevailing is it the personal aspect of an organization; How the organization prevail over the single member; Is it the same when we speak of participation as paid staff or participation as activist ? The reality of Eapn Italy and… 1/2 • Legal status from 1992 (20 years!) • Non profit organization • Board: Nicoletta (President) – Vito (Vice-president)- Letizia, Massimo, Vincenzo (board members) • Reviewing Cilap membership by the last national general assembly (2012): on why to take part of a national organization combating poverty, what the expectations, what the Ngo can do and what the Cilap can do for the Ngo member • All members are activist of social rights • No paid staff Nov 5° 2012

  6. …its engagement with EAPN 2/2 • Delegation to the EAPN GA • EAPN vice- president (Letizia) • Member of EU ISG – SF – Pep • Full availability of its member toward EAPN Nov 5° 2012

A set ofcriteriaofwhatmakes a good NN memberofEapn 2/3 • B) involvement of PeP • An equal participation between PeP and activists to avoid weakening the network with a majority of one group or another • To reinforce the “participative model” of capability and empowerment of Pep (do you know the Cilap model?) A set ofcriteriaforwhatmakes a good NN memberofEapn 3/3 • C) grow as a NN and raise membership • To acquire the legal requisite to be recognized a legal organization in each Country (often in some Member states is not enough to have a non profit statute, see Italy) • The requisites enables the access of funding primarily of Structural Funds • To have a press office able to unite a wide audience and to communicate with the EAPN press office Understanding that during these years we worked so much and very well, considering the conditions we are living in. Propose a membershipreview system • Harmonizing to EAPN statute each national network statutes • Add an article in the statute: member of the international organization EAPN • The statutes of the EO’s have to preview both the work of European and international level with EAPN and with the NN’s Nov 5° 2012
