  2. AB32 requires the Air Resources Board to: Determine 1990 statewide emissions level Consider all six Kyoto gases Establish 2020 limit equivalent to 1990 level Use best available data Present for ARB Board consideration by January 1, 2008 Statewide GHG Emissions Level

Improving Existing Estimate of 1990 Statewide Emissions Level • Begin with existing state GHG inventory from California Energy Commission (CEC) • Document existing data sources and emissions estimation methods • Acquire improved data for selected source categories, including landfills • Establish new 1990 statewide, aggregate GHG emissions level

  4. Landfills and Greenhouse Gases • Over 3000 landfills in California • Major source of methane from landfill gas • Methane 21 times the global warming impact of CO2 • Can be captured and used in LFGTE systems • California Energy Commission estimates landfills produced two percent of the statewide greenhouse gas emissions in 1990

  5. Existing CEC Landfill Emissions • Landfill gas formed from waste decomposition • Estimates based on methane from landfill gas not combusted or otherwise oxidized • Data provided by local air districts to ARB and CEC • Current 1990 estimate of landfill emissions: 8.13 Million Metric Tons of CO2 Equivalents (MMTCO2E)

  6. Improving Landfill Estimates • ARB staff is proposing a single, consistent methodology for updating the landfill GHG inventory • In collaboration with CIWMB, ARB is currently conducting a survey of landfills in the state • Survey data used to calculate more accurate, California-specific landfill emissions

  7. Schedule • Improved 1990 GHG estimate from landfills expected in early summer • Public Workshop to discuss draft improved estimates • Staff Report in October • Board Hearing late 2007
