  22. Stakeholders getting together to define a Strategic Research Agenda on a number of strategically important issues with high societal relevance where achieving Europe’s future growth, competitiveness and sustainable objectives is dependent upon major research and technological advances in the medium to long term. EuropeanTechnology Platforms (ETP) The

  23. ETPs: Stakeholders • Industry (large, medium and small, embracing the whole production and supply chain) • Public authorities (given their role of policy-makers and funding agencies, as well as promoters and consumers of technologies) • Research institutes and the academic community • Financial community (e.g. Venture capital organisations and the European Investment Bank) • Civil society, including users and consumers

  24. ETPs: Hierarchy of objectives

  25. ETP: Strategic Research Agenda • Strategic Research Agenda addresses: • the technological R&D challenges which are essential for Europe's future competitiveness • and the barriers to the development and deployment of new technologies and the new technology-based public goods and services.

  26. ETP: Creation Stages Stage 1:Stakeholders get together to agree a common vision for technology Stage 2: Stakeholders define a Strategic Research Agenda setting out the necessary medium- to long-term objectives for the technology Stage 3: Stakeholders implement the Strategic Research Agenda with the mobilisation of significant human and financial resources

  27. ETPs: Its ‘Life-cycle’

  28. ETP: Advantages • R&D&I project incubator • Give market visibility to Innovation Centres and Universities • Allow to know private/public user needs (early demand) • Allow a better strategic coordination and lobby towards european and national R&D funds • Allow a coordination between local and national R&D&I aids, increasing synergies • Allow to know education needs in strategic fields

  29. ETP: A few things to take into account • The technology fields should be of strategic importance for Europe • Requiring intensive research and technology progress • There is a need to create a critical mass • public and private resources at regional, national and European level. • There is a well identified industrial and research community • ready to collaborate in a common Strategic Research Agenda. • There is a clear commitment from the stakeholders to invest in the implementation of the SRA • (industry, academia, Member States, the EU, financial institutions etc.). • The platforms are open • to include new relevant players at any time

  30. Benefits of Joining the ETP • For the Industry, including SMEs, research institutes, universities, and NGOs: • accesses to information and experience • building partnerships • risk sharing • more active participation in FP7 and CIP • adoption of good practices • For the government institutions • alignment with the European programmes • improvement of national policies and programmes in R&D

  31. ETPs in the ICT area 34 in total • ARTEMIS (Embedded systems) • ENIAC (Nanoelectronics) • eMobility (Mobile and wireless communications) • EUROP (robotics) • NEM (Networked and Electronic Media) • NESSI (Networked European Software & Services Initiative) • ISI (The Integral Satcom Initiative) • Photonics21  (Photonics for the 21th Century) • EPoSS (Smart Systems Integration) http://cordis.europa.eu.int/technology-platforms/

  32. JointTecnnologyInitiatives • Derive from ETPs with the purpose to implement a substantial part of the SRA • They are legal entities which are proposed as a new way of realising public-private partnerships , involving industry, the research community and public authorities at European level to pursue ambitious common research objectives. • A mechanism for performing research at EU level. Now they are PPPs. • JTIs will support large-scale multinational research activities in areas of major interest to European industrial competitiveness and issues of high societal relevance. • A JTI focuses on one specific industrial area, has a well defined objective, addresses a market failure and is funded by a combination of private and public investments.

  33. SpanishTechnologyPlatforms • In coordination and cooperation with the Spanish Ministries of Industry and Education as well as with CDTI, several Technology Platforms have been launched in the area of Information and Communications Technologies. • Same objectives as the ETPs • Focus on: • Working groups main goal -> Create R&D project • WG appear/dissapear as needed

  34. SpanishTechnologyPlatforms: Aims • Todevelop a nationalvisiontowardsresearchpriorities and nationalcompetencies. • To complete and keepupdatedtheStrategicResearch Agenda. • Toadvisenationalauthorities (Ministries, CDTI, Regional authorities) ondefiningtheirnationalresearchprogrammes. • TostrengthentheSpanishparticipation in theEuropeanprogrammes • Tosupportstrategicnational and highqualityproposalsin theappropriatecall, atanylevel: European, nationalor regional.

  35. SpanishTechnologyPlatforms • Through its R&D+I Department, AETIC promotes and provides a secretariat for the following Spanish platforms: • eNEM: Networked Media • eMOV: Mobile Communications • eSEC: Security and Dependability • eISI: Satellite Communications • eVIA: Independent Life and Accesibility • es.Internet :Convergence towards the Internet of Future

  36. SpanishTechnologyPlatforms • And the Newest: • Spanish Water and Irrigation Technology Platform • Spanish Hotel Technology Platform

  37. Some data 334 Experts (154 Entities) 342 Experts (163 Entities) 241 Experts (120 Entities) 80 Experts (43 Entities) 402 Experts (270 Entities) 121 Experts (62 Entities) • About 50 new initiatives (170 M€) havebeenpresentedtoeachplatform • In thelastthreeyears, cooperationprojects of about 75 M€ havebeenpromoted.

  38. Example: eNEM & eMOV

  39. ETP and JTI: Conclusions • ETP and JTI can be of high value to stakeholders and to European economy and society • build partnerships to sharerisk in research, concentrate resources, and compete • speed up innovation by knowledge and experience sharing • build consensus to turn research results into products and services • increase research effort and Improve return on investment in RTD • But: • should be open and avoid closed club
