  6. Legislative Initiative-Environmental Code Problem: • 25 Laws and otherdifferent Regulatory Acts include 4000 pages • Are not concordant and are in conflict with each other as well as with other normative acts

  7. Legislative Initiative-Environmental Code Objective: • Working out common relevant Environmental Legislative Base • Clear separation of responsibilities of the Parliament and the Government • Elaboration of simple and efficacious laws instead of hundreds of Regulatory Acts

Legislative Initiative – Environmental Code Action: • Preparation process began in January 2009 • Will be finished by March 1, 2010 • Environmental Code will be elaborated on the basis of consensus between different Ministries, NGOs, Political Parties and other experts of the field • Financed by – UNDP, WWF, WorldBank, IUCN

Institutional Renovation (1) • New conceptual vision • Functional harmonization of the divisions of the Quick Response and Inspectorate • Renovationofpersonnel • Individual interview with each employee • Estimation of the capability and basic skills (abilities) • Announcement of Internship Program and establishment of new staff + reserve

Institutional Renovation (2) Establishment of the Patrolling System Will be established in April and the 24 hour patrolling of Inspection of Environmental Protection in the regions will start from May Passportization of the units Identification of the all hot-spots is being carried out. Map and a detailed scheme of the response will be prepared. The efficiency of the protection and control system will be increased. Inspectors will have the map and the Action Plan for those units the protection of which is the most important on the level of specific regions or districts.

  19. Forestry Department Aims: Conservation of the environmental, economic and social functions of the forest Introduction of the efficient profit Corruption eradication

Forestry Department Action: Vision of the development of the forestry field was elaborated and in March together with the all parties concerned the consideration of the document on the development of the forestry field worked out by the Ministry is starting, which finally will be presented to the government.

  21. Forestry Department Action: Carrying out the forest management. It is planned to develop the common geo-information data base, define the borders of the forest fund and register them. Tree marking Marking of the cut trees according to the German Model, when all logs and stumps have their number, date and the name of the person in charge.

Post-Conflict Actions Is in Course: • Conservation of the military aggression areas, their isolation from the anthropogenic and other harmful impacts (3 200 meters of the territorieshit by the fire have already been enclosed by the Forestry Department near Akhaldaba area ) • Attraction and involvement of foreign experts (in March an international expert in the field of erosions will start his work, assisted by OSCE)

Post-Conflict Actions Is in Course: • Out of the priorities of the collaboration strategy with the donors the Ministry names specific project offers concerning the rehabilitation of damaged territories and reduction of the disaster risks to be of primary importance and the negotiations are underway for their realization.

  32. Management of Disasters(1)(1) Coast-strengthening activities will be conducted on 49 units, the whole budget of which constitutes 9500 GEL Together with a French Company a National Action Plan of modernizing the Weather Forecasting or Meteo-Systems is being worked out.

Management of Disasters (2) A pilot-project according to the French Model of Weather Forecasting is under way, including two stations (Batumi and Tbilisi Stations) Early Warning system design is being elaborated together with UNDP, that will be concluded by May 1. With the support of the Dutch side a project will be initiated in order to implement the Early Warning system in practice.
