  3. Federal Funds • ARRA Totals • Oregon received $334M • ODOT approved for $224M • Transportation Enhancement ($10M) • Remainder suballocated to urbanized areas 200,000 and above and other areas of the state in accordance with Sec. 133(d)(3) title 23 U.S.C. ($100.2 M)

Federal Funds (cont’d) • Areas 200,000 and above • Portland $38M • Eugene $6.5M • Salem $6M • Counties receive $26.6M • Rest of MPOs and Cities with populations greater than 5K approved for $17.9M • Remaining $5M of ARRA funds established for cities under 5K to apply for in a competitive grant • Funding equates to roughly 2 ½ times the annual STP funds made available • ARRA funds don’t require match

Federal Funds (cont’d) • Can use ARRA funds along with other federal funds in a project • Federal funding provided on a reimbursement basis • Must spend a dollar to get a dollar (or less if not ARRA funds) • Reimbursement only provided on projects that have been approved by FHWA • Requires project to be loaded by Highway Program Office into FMIS

  7. Federal Funding Categories • Five new fund “colors” created for ARRA • C240~available for all areas • C200~for areas with populations <200K • C250~for areas with populations <5K • C230~for areas with populations >200K • C220~Transporation Enhancement

  8. Federal Funding Categories (cont’d) • Projects can contain more than one ARRA color • C240 funds allowed to be transferred to other federal agencies • FTA • FRA • Other

  9. Programming Requirements • As previously stated, project must be in the STIP • Should have an IGA executed • Work with region Local Agency Liaison and/or HPO’s Local Government Section for project specifics • Programming request provided to HPO’s Program & Funding Services Section

  10. Programming Requirements (cont’d) • Once entered into FMIS, project must be signed off by FHWA • Will receive notification to begin from ODOT connection you were working with

  11. Summary • ARRA funds provide new funding to get people back to work • Same federal rules apply • Several different types of ARRA funds • Programming of projects just like regular federal aid project
