American Recovery & Reinvestment Act • Funds allocated through existing programs • Based on existing federal allotment formulas • “Use it or lose it” – may be reallocated to other states • Deadlines to commit money vary by program • Extensive federal reporting requirements • “Davis-Bacon” wages & “Buy American” Information subject to change pending final federal guidance March 4, 2009 |

  3. Clean Water State Revolving Fund • $132.3 million – no match • Low-interest loans for local government wastewater & stormwater projects • Must be on Florida’s approved SRF priority list • 50% to disadvantaged communities with more subsidy • 20% to “green” projects (energy efficiency, water conservation, etc.) • ~$800 million waiting list of shovel-ready construction projects, including “disadvantaged” & “green” projects • Must be under construction contract by February 2010 March 4, 2009 |

  4. Drinking Water State Revolving Fund • $88.1 million – no match • Low-interest loans for local government drinking water projects • Must be on Florida’s approved SRF priority list • 50% to disadvantaged communities with more subsidy • 20% to “green” projects (energy efficiency, water conservation) • 29 shovel-ready projects have been identified—total project costs estimated at $240 million • Must be under construction contract by February 2010 March 4, 2009 |

  5. Diesel Emissions Reduction Act • $1.7 million – no match • “Clean diesel grants” for: • School bus retrofits • Truck stop electrification • Rebates for auxiliary power unit installation • All funds must be drawn down by September 30, 2010 • Working with Department of Education, FDOT, and private rest stop owners March 4, 2009 |

  6. Leaking Underground Storage Tanks • $11.2 million – no match • Abandoned (“orphan”) sites with no “responsible party” • DEP currently reviewing 15 known sites to determine qualification for funding • Must be under contract within 2 years • Federal requirements for operator training and tank non-compliance must be addressed in the future March 4, 2009 |

  7. Superfund • $61 million • 10% match required • Can be accomplished as work is performed over the next several years • Projects must be on National Priorities List • EPA panel will select projects on March 11-12 • No funding deadlines applicable to DEP March 4, 2009 |

  8. Brownfields • $750,000 – no match • Local government brownfield projects • EPA will make selections • Local government applications submitted October 2008 • No funding deadlines applicable to DEP March 4, 2009 |

  9. Summary • $296 million for DEP programs • Increases capacity to expedite shovel-ready projects • Reduces funding backlogs – frees up $$$ for new projects • Budget authority needed – no cash match required • Tight timelines to commit and spend money • Significant reporting requirements to EPA and OMB DEP will move the money – meet the deadlines – complete the projects March 4, 2009 |
