Civic Alliance-Latvia (CAL) • An umbrella NGO headquartered in Riga, Latvia • More than 84 non-governmental organizations and private members. • The goal - to improve legal and financial environment for the non-governmental sector in Latvia and to strengthen capacity of the NGOs for efficient public advocacy performance.

Latvian Adult Education Association (LAEA) • Is a non-governmental organization • Non profit national umbrella organization of adult education providers in Latvia • Has 61 Member organizations: • Adult Education Centres, District Education authorities • Non-governmental organizations • Private companies and in-service training centres of enterprises • Universities, evening schools, vocational schools • Established in 1993

Lifelong learning (LLL) • an education process • during the whole life of an individual, • that is based on changing needs to acquire education, skills, experience in order to increase or change their qualification in accordance with the demands of the labour market and own interests and needs. • Learning is a social process.

Why we are worried • Increase distance between: • Men and woman -woman engage in AE 2x more as men • Employees and unemployed – employees are 3x more active than unemployed people • Educated and less educated • In the previous 3 years every 4thparticipant in AE is with higher education; • Every 11th with secondary or vocational education • Every 20th with primary school education.

  15. Why people learn? • For themselves – to acquire knowledge, skills, experience, attitudes; • For better life – better possibilities in labor market; • For society – knowledgably, active, involved.
