  4. What makes a coherent and comprehensive lifelong learning strategy? Covering all systems and levels (“from cradle to grave”) Coherent set of priorities, evidence-based Flexible pathways and transition points: avoid dead-ends Implementation and dissemination: partnership with stakeholders MS agreed to put in place strategies by 2006!

LLL and ET2020 Focus on making LLL a reality • Implementation of LLL strategies, EQF, validation, guidance • Identification of critical factors that facilitate/hinder change towards the realisation of a strategic LLL approach • Promotion of LLL policies at the local/regional/national levels to increase impact and benefits for individuals • Give new impetus to LLL debate through EU policy action and financial support

LLL in the Europe 2020 Strategy • Europe‘s strategy for smart, sustainable and inclusive growth • LLL to play crucial role in Europe 2020 • E&T targets for 2020: Reduce early school leavers and increase share of young people with tertiary attainment • 2 E&T flagship initiatives in Europe 2020: - „Youth on the Move“ - „New Skills for New Jobs“ agenda • LLL in proposed guidelines for economic & employment policies

LLL strategies - DG EAC activities 2010 • Promote peer learning on LLL policies between Member States - report on critical factors for LLL - dissemination of examples of good practice - peer learning seminar • LLL policies and social inclusion: contribute to European Year 2010 for Combating Poverty and Social Exclusion • Call for proposals 2010 to support awareness raising on LLL strategies and policy cooperation between MS
