  1. November 7, 2017Retail Market Subcommittee (RMS)Update to COPS Kathy Scott

  2. Revision Requests Voting • NPRR850, Market Suspension and Restart (Vote) • This Nodal Protocol Revision Request (NPRR) lays out principles for ERCOT and Market Participants to follow in the event of a Market Suspension and Market Restart; and specifies the means of Settlement during a Market Suspension and for Market Restart. • http://www.ercot.com/mktrules/issues/NPRR850#keydocs • On October 19, 2017, Texas SET Working Group reviewed NPRR850 and submits these comments to clarify language in Nodal Protocol Sections, 25.6, Retail Operations and Section 25.6.1, Retail Operations Market Suspension Procedures, which RMS reviewed and Unanimously Endorsed during their November 7, 2017 meeting. The intent of these changes is to distinguish the ERCOT retail Market Participant start up procedures from other retail Market Participant start up procedures. • This endorsement will be provided to PRS during their November 9th meeting RMS Update to COPS

  3. Revision Requests Voting • NPRR851, Procedure for Managing Disconnections for Bidirectional Electrical Connections at Transmission Level Voltages(Vote) • This Nodal Protocol Revision Request (NPRR) was developed to fully implement the market design envisioned in NPRR 596, External Load Serving Entities. This NPRR establishes a clearly defined disconnection process within ERCOT market rules applicable to a transmission voltage connection to the ERCOT grid which utilizes one electrical connection for both generation and load services. • http://www.ercot.com/mktrules/issues/NPRR851#keydocs • At its November 7, 2017 meeting, RMS Unanimously voted to recommend that PRS Table and Refer NPRR851 to RMS. • This recommendation will be provided to PRS during their November 9th meeting RMS Update to COPS

  4. Revision Requests Voting • RMGRR132, NOIE Disconnect and Reconnect Process (Vote) • This Retail Market Guide Revision Request (RMGRR) provides Non Opt-In Entities (NOIEs) with the ability to disconnect retail Customers for non-payment by integrating them into Section 7.6, Disconnect and Reconnect for Non-Payment Process. It also exempts NOIEs from the Texas Standard Electronic Transaction (TXSET) process if they utilize it less than 25 times per month http://www.ercot.com/mktrules/issues/RMGRR132#keydocs • During the November 7, 2017 RMS meeting – RMS Unanimously voted to continue Tabling RMGRR132 until the December 5, 2017 RMS meeting. • NOTE: This should allow more time for NPRR851 to work its way through the market’s approval process and/or more time for the submitter to make the determination that this RMGRR is no longer needed by requesting withdrawal.
