  2. WHAT IT IS AND IS NOT? • It is not a development plan • It is not a bidding document • It guides the development plan process • It assists all key actors in decision making about development • It makes connections across space, community and people.

  3. LEGALSTATUS • All Departments have to have regard to the RDS in exercising any ‘development’ functions • Development Plans, schemes and policies have to be in ‘general conformity’ with the RDS.
